Under the direct supervision of the
National Project Officer, the incumbent will be accountable and responsible for the support of the IOM’s Programmes in Marawi City, Lanao del Sur, and neighboring provinces in line with IOM policies, standards and commitments.
Core Functions / Responsibilities:
- Coordinate with Programme Team on the field implementation of livelihood development including providing technical support to communities, youth and women and community-based organizations on business development, setting-up of business systems and operations, product development and diversifications, referral support and market linkage through a development of business development and mentoring plan.
- Ensure that critical gaps or challenges on community livelihood projects observed in the community are timely reported to the programme team and provide recommendations when necessary.
- Consult communities through the Community Working Group (CWG) on the needed capacity building and design training programme in collaboration with livelihood team towards strengthening business operations and sustainability of livelihoods.
- Undertake full engagement with the community on providing appropriate key messaging, prompt completion of key activities and information dissemination related to livelihood programmes.
- Conduct necessary assessment including post-assessment and monitoring, information verification or validation, CWG feedbacking, and referrals relevant to livelihood or business development and sustainability.
- Identify and document success stories such as but not limited to community development best practices of sectoral groups, individuals, and organizations on livelihood operations and sustainability.
- Assist the Programme Team on daily project’s operational requirements in the field.
- Support the Programme Team in coordination with stakeholders, partners and preparation of community activities relevant to business coaching and mentoring for the efficient and effective delivery of services based on programme’s work plan.
- Ensure timely and quality submission of all project reports, updates on community information and other means of verifications to National Project Officer in accordance with IOM and donor formats.
- Maintain liaison with the Programme Team and support the project visibility and local stakeholder’s engagements, when necessary.
- Undertake the necessary orientations and trainings on the frameworks and tools related to IOM partnerships with development partners.
- Ensure full adherence to the principles of Do No Harm and Conflict-Sensitivity Frameworks throughout the project implementation.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
· Preferably having Bachelor’s degree in Business
Administration/Management,
Marketing, Community Development, Peace and Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
· High School degree with four years of relevant professional experience.
Experience
· Experience on Livelihood Assistance, Business and Product Development, Support to MSMEs/Cooperatives, and
Community Mobilization is preferred;
· Development professional currently based in Marawi City is an advantage.
Skills
· High interpersonal skills (in dealing with colleagues and the community) is a must;
· Fluency in English, Filipino, and local dialects especially Meranaw is an advantage;
· Knowledge of BARMM context, post-conflict settings, and business dynamics in Lanao del Sur/Marawi City is an advantage.
Languages
Fluency in English and Filipino is required. Conversant in BARMM language is desirable.

The position involves onsite and/or offsite work (or a combination of both). The working modality will be further discussed prior on-boarding if candidate is available to work on-site and/or offsite.
Note: This is an hourly and on-call contract. Payment of hourly fees will be based on the completed working hours that is approved through an Hourly Time Record (HTR) by the supervisor. Payment processing is performed monthly.
