Job Description
The United Nations Office on Drugs and Crime (UNODC), through its Global Maritime Crime Programme (GMCP), supports Member States in strengthening their capacity to counter maritime crime through a sound rule of law and robust criminal justice systems. As part of its portfolio, UNODC-GMCP supports Member States in a number of activities, including the design and delivery of training programmes on maritime law enforcement as well as the provision of specialized equipment to strengthen the operational capacity of maritime law enforcement agencies.
Since its establishment in the Maldives in 2020, UNODC-GMCP has been supporting various maritime law enforcement agencies, including the Maldives Coast Guard, Police and Customs, to enhance their technical and operational capabilities to counter maritime crime, through the delivery of Visit, Board, Search and Seizure (VBSS) and Pierside Vessel Search Techniques training programmes, as well as the provision of specialized equipment to improve Maritime Domain Awareness (MDA) capabilities.
Within the framework of the “Project for Strengthening the Capacities of the Maritime Rescue Coordination Centre (MRCC)” funded by the Government of Japan, UNODC will work closely with the Maldives Coast Guard for the implementation of a comprehensive project to enhance the infrastructural capacity of MRCC, and the capabilities of officers engaged in search and rescue (SAR) and maritime law enforcement (MLE) operations. The project will be implemented through two phases. First, a four-story building will be constructed at the current MRCC premises in Villimale’. This phase includes the review of construction documents (bill of quantity (BoQ), bill of materials (BoM), revision of drawings), the procurement of construction materials, machinery and tools, as well as the purchasing of relevant IT equipment and furniture towards a functional, well-equipped MRCC facility. The second phase of the project will start in 2022, with the development and provision of tailored training programmes to improve the capabilities of Maldivian government agencies. The Maldives Coast Guard, through a Project Manager and supported by UNODC, will lead on the first phase of the project by engaging the relevant engineers and construction workers.
Based on the above, UNODC-GMCP seeks to recruit a National Consultant – Construction Monitoring Expert in the Maldives to work closely with the Maldives Coast Guard Project Manager to oversee and monitor the overall implementation of the MRCC building construction as part of the project.
Duties and Responsibilities
Scope of Work The overall objective of the assignment is to contribute to the implementation of the “Project for Strengthening the Capacities of the Maritime Rescue Coordination Centre (MRCC)” by acting as the UNODC Construction Monitoring Expert, to provide the necessary technical assistance and high-quality support and expertise in the preparation, planning, tendering, contracting, monitoring, supervision and execution of construction works as part of the project. When required, the National Consultant will liaise with relevant stakeholders throughout all phases of the construction work (including but not limited to Maldives Coast Guard Project Manager, engineers, contractors, government officials and tender evaluation/review panels), review relevant documentation of ongoing and complete construction works, and monitor its quality and timeliness against approved timelines and workplans. Expected Outputs and Deliverables Phase 1: Preparation- Support the Maldives Coast Guard Project Manager in overseeing and monitoring the progress of construction works at all phases of its implementation, in line with approved drawings, technical specifications, plans, BoQ, BoM, and other relevant construction-related documents and inputs.
- Support the establishment of a monitoring mechanism to ensure smooth, timely and high-quality implementation of the building construction component of the project.
- Assist the Maldives Coast Guard Project Manager in the preparation of comprehensive documentation, specifications, schedules and other relevant project documents to successfully complete construction works.
- Provide technical advice and support in relation to the procurement of construction materials, machinery and tools, based on the approved BoQ/BoM, and proactively contribute to the preparation of bid/tender documents and bid evaluation in compliance with the United Nations rules and procedures.
- Liaise with UNODC staff for the procurement of building construction materials, machinery and tools, and provide inputs as required for the release of payments against contractual goals.
- Provide technical advice and support during the construction works in terms of performance, quality, timeline and overall progress, along with the Maldives Coast Guard Project Manager and lead engineers.
- Ensure quality of construction works in line with national laws, rules, procedures and standards.
- Keep constant communication with Maldives Coast Guard engineers for the timely submission of building construction progress reports, and for the identification of potential challenges and/or abnormalities that might affect progress, and recommend alternative solutions to mitigate risks of delay.
- Lead and conduct regular meetings as part of the Project Oversight Committee (POC) with the Maldives Coast Guard and other relevant counterparts for the successful implementation of the building construction component of the project.
- Monitor the operating environment of construction works, including but not limited to keeping sound knowledge of market prices, and potential contractors for materials, machinery and tools.
- Receive, review and follow up on construction progress reports submitted by the Maldives Coast Guard Project Manager.
- Conduct periodic and aleatory site visits and inspections to monitor progress against timeline, identify any delays and inspect quality of the works, flag any challenges or deficiencies and propose potential solutions and technical advice as required.
- Throughout the preparation and construction phase, maintain a risk register, monitoring and updating it as required and reporting on any perceived risks and hurdles, recommending alternative solutions.
- Report on the revision of construction-related documents (BoQ, BoM, drawings) and the preparation of bid/tender for the procurement of construction materials (Phase 1).
- Report on procurement-related activities, including bid/tender meetings held with the Maldives Coast Guard (Phase 1)
- Report on progress of construction work based on reports provided by the Maldives Coast Guard, meetings held as part of the POC, periodic/aleatory visits to construction site, challenges/delays identified and recommendations (Phase 2).

Required Skills and Experience
Education:- A first-level degree or higher in the field of Civil Engineering or a related discipline.
- At least 10 years of experience planning, monitoring and/or supervising construction projects; and/or construction management are required;
- Experience in similar assignments, e.g. consultancies in construction projects in the design, planning, monitoring and supervision stage, is required;
- Experience in procurement and infrastructure contract management is required;
- Sound knowledge of civil construction laws and regulations in the Maldives is required;
- IT competencies in Microsoft Office package and internet are required;
- Experience working with government officials in the Maldives is a strong asset;
- A good understanding of the Maldives’ context and cultural sensitivity is required.
- Excellent written, oral and interpersonal communication skills in English and Dhivehi.
- Criterion 1: Educational qualification – 15 points
- Criterion 2: Experience in planning, monitoring and/or supervising construction projects; and/or construction management – 35 points
- Criterion 3: Experience in procurement and infrastructure contract management – 20 points

- Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
- Financial proposal that indicates the lump sum rate/fee of the candidate in Maldivian Rufiyya (or USD in the case of an international consultant).
