Job Overview: The consultancy position is focused on designing and developing the operationalization and implementation plan for the Global Alliance for Literacy (GAL) Community of Practice on the Moodle-based UIL Learning Hub. The consultant will work on enabling three interconnected Labs: the Advocacy Lab, the Policy and Programme Innovation Lab, and the Literacy Foresights Lab, which are set to be activated progressively from early 202
The consultant's role includes defining how GAL members will access and contribute to the Community of Practice, structuring and managing the Labs, and ensuring that the operational model is technically feasible and sustainable. The consultancy is expected to run from November 1 to December 15, 2026, with a focus on aligning the operational model with the GAL Action Plan 2026–2030 and ensuring accessibility for all members.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
UIL Learning Hub operationalization and consultation: Collaborate with UIL teams to identify how the Learning Hub can support GAL activities and operationalize the Community of Practice.
Access and participation: Map operational roles in the Action Plan to Learning Hub roles, define account creation processes, onboarding for new members, and participant journeys.
Structure and activities of the labs: Propose the structure of each Lab, identify key activities, and develop an operational model for the Community of Practice.
Operational coordination and community management framework: Create a framework for community management, including moderation guidelines and data management.
Launch workshop: Develop an outline for a virtual workshop to introduce the Community of Practice and activate the Labs.
Required Qualifications: Candidates must possess an advanced university degree in education, lifelong learning, adult learning and education, or a related field. Additionally, they should have at least seven years of relevant professional experience in adult learning and education, with demonstrated expertise in the field of literacy. Proficiency in both English and French is required, ensuring effective communication and collaboration within the international context of the role.
Educational Background: The educational background required for this position includes an advanced university degree, which typically means a master's degree or higher in fields related to education, lifelong learning, or adult education. This advanced education is essential to ensure that the consultant has a deep understanding of the complexities involved in adult learning and literacy initiatives.
Experience: The position requires a minimum of seven years of relevant professional experience in adult learning and education.
