Job Overview:
The MEAL/Health Information Management Officer is responsible for supporting the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities as well as managing Health Information Systems. This dual role requires the officer to collect, analyze, and manage data to ensure that project activities are effectively monitored and reported. The officer will report directly to the PRO coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator and collaborate closely with program staff, field teams, and various stakeholders. The position is critical for ensuring that data collection and reporting processes are aligned with organizational and donor standards, thereby enhancing the quality and effectiveness of health, nutrition, and other sectoral interventions. The officer will also contribute to the implementation of the Feedback and Complaint Response Mechanism (FCRM), ensuring that learning and accountability systems are robust and effective.

Duties and Responsibilities:
The MEAL/Health Information Management Officer will undertake a variety of responsibilities, including but not limited to: collecting, compiling, and analyzing health data to ensure accuracy and timely reporting; regularly reviewing and updating the project’s database, including the Indicator Performance Tracking Table (IPTT); overseeing data entry and maintaining secure digital and physical data archives; conducting data cleaning and quality control; preparing visual reports to support program learning; ensuring compliance with donor-reporting needs; providing technical support during field and country-level data reflection sessions; designing and validating data collection tools; participating in reviews, assessments, and internal audits; implementing data validity and quality control measures; administering and maintaining the data warehouse system; providing technical assistance to field teams; supporting MEAL activities, including monitoring visits and surveys; establishing and maintaining an efficient FCRM; conducting field visits to monitor activities; assisting in recruiting and managing MEAL data collectors; archiving MEAL-related documents; training field staff in MEAL/HIM activities; and building strong relationships with stakeholders to facilitate MEAL and HIM activities.

Required Qualifications:
Candidates must possess a Bachelor’s degree in information technology, Statistics, Public Health, or a related field. A minimum of 2 years of experience in health data management and MEAL activities, preferably within an international non-governmental organization (INGO) setting, is required. Strong skills in data analysis and proficiency in statistical tools for health and nutrition projects are essential. Candidates should also demonstrate proficiency in Microsoft Office, particularly Excel, and familiarity with data visualization tools. Excellent communication skills, both verbal and written, in English and local languages are mandatory. The ability to work under pressure and meet deadlines in challenging environments is also crucial.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as information technology, Statistics, Public Health, or a closely related discipline. This educational foundation is essential for understanding the complexities of health data management and the principles of Monitoring, Evaluation, Accountability, and Learning (MEAL).

Experience:
The position requires at least 2 years of relevant experience in health data management and MEAL activities. This experience should ideally be gained in an INGO context, where the candidate has had the opportunity to work with health and nutrition programs, thereby developing a strong understanding of the challenges and best practices in data management and reporting.

Languages:
Proficiency in English is mandatory, along with the ability to communicate effectively in local languages.
