Job Overview:
The ICAO Logistics and Supply Chain Expert will be assigned to the General Authority of Civil Aviation (GACA) in Saudi Arabia, specifically within the Aviation Security Sector. The primary function of this role is to assist in improving aviation security and quality assurance by creating strategies and optimizing programs that align with national goals and international standards. The expert will provide specialized technical expertise to support the development and implementation of ICAO Annex 17 SARPs and GACA Aviation Security Regulations. This includes contributing to the development of the National Aviation Security Program (NASP) and enhancing regulatory oversight of aviation security across various domains such as air cargo, airport catering, and duty-free operations. The expert will also support the development of technical oversight tools and performance indicators to enhance aviation security compliance and oversight effectiveness. Additionally, the role involves conducting technical assessments of the State aviation security system and providing expert advice on governance and organizational arrangements required to strengthen the National Civil Aviation Security Program (NCASP). The expert will design and deliver specialized training programs for GACA personnel to ensure effective implementation of ICAO SARPs and national regulations, thereby reinforcing GACA's capacity to provide safe and efficient civil aviation services.

Duties and Responsibilities:
  • Assist the General Manager of Air Cargo & Logistic Security in improving aviation security and quality assurance.
  • Provide technical expertise for the development and enhancement of ICAO Annex 17 SARPs and GACA Aviation Security Regulations.
  • Contribute to the strengthening of the State Aviation Security Program (NASP) and the National Aviation Security Oversight System.
  • Support the development of the National Known Consignor Program in alignment with ICAO SARPs.
  • Provide capacity building and technical support for regulatory oversight of aviation security across key domains.
  • Develop technical oversight tools and performance indicators for aviation security compliance.
  • Conduct technical assessments of the State aviation security system and provide expert advice on governance.
  • Support the development of aviation security plans and regulatory documentation for the NCASP.

  • Develop and enhance aviation security inspection and audit programs in line with ICAO and GACA requirements. 1
  • Lead knowledge-transfer initiatives to strengthen national aviation security oversight capabilities.

Required Qualifications:
  • University degree in Aviation Security or related fields.
  • At least ten years of experience in an airline, airport, government, or civil aviation organization with supervisory and instructional experience in air and ground security matters.
  • Proven experience in planning, organizing, and implementing security practices for civil aviation.
  • Knowledge of security devices and equipment, including surveillance and intrusion alarm systems.
  • Ability to organize and implement bomb threat response and anti-hijacking procedures.
  • Working knowledge of ICAO Standards and Recommended Practices relevant to Aviation Security.
  • Familiarity with ICAO AVSEC Training Program and relevant ICAO Annexes.
  • Experience working in a developing country is desirable.
  • Experience and qualifications in training others.

Educational Background:
A university degree in Aviation Security or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding the complexities of aviation security and the regulatory frameworks that govern it.

Experience:
The position requires at least ten years of professional experience in the aviation sector, specifically within airlines, airports, or civil aviation organizations. This experience should include supervisory and instructional roles related to air and ground security matters, demonstrating a comprehensive understanding of security practices and regulatory compliance in civil aviation.

Languages:
A good command of functional reading, writing, and speaking abilities in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
