Job Overview:
The Climate Affairs Adviser position is a seconded role that operates at a P3-level within the UN common system. The primary function of this position is to advise on the development, planning, and execution of programmatic activities related to climate change and security within the OSCE framework. The adviser will work closely with OSCE field operations and executive structures, ensuring that climate change considerations are integrated into security dialogues and initiatives. This role requires a proactive approach to monitoring policy developments and establishing relationships with key stakeholders to enhance cooperation on climate-related security issues. The adviser will also contribute to the implementation of various projects aimed at addressing the interlinkages between climate change and security, ensuring that activities align with national and regional priorities.

Duties and Responsibilities:
The Climate Affairs Adviser will be responsible for a range of tasks, including: 1) Providing strategic advice to OCEEA Senior Management on policy processes and negotiation platforms, including drafting communication materials and responding to queries from OSCE Field Operations. 2) Monitoring and analyzing policy developments related to climate change and security, identifying emerging trends and issues. 3) Establishing and maintaining relationships with stakeholders, including representatives from beneficiary countries, OSCE Delegations, and international organizations, to foster collaboration. 4) Contributing to the development, implementation, and evaluation of project activities, ensuring they align with available resources and priorities. 5) Organizing meetings, workshops, and capacity-building activities focused on climate change and security, including conducting research and drafting background papers. 6) Assessing potential security risks associated with climate change and their implications for the OSCE's work in economic and environmental fields.

Required Qualifications:
Candidates must possess a first-level university degree in political science, economics, climate, environment, international relations, conflict studies, social sciences, or related fields. Additionally, a minimum of seven years of progressively responsible professional experience in climate security, climate change, conflict prevention, or peacebuilding is required. Candidates with a relevant second-level university degree may qualify with five years of experience. Experience in managing donor-funded projects and recognized project management certification are advantageous. Candidates should demonstrate knowledge of international relations in the context of climate change and have experience working with or for the OSCE.

Educational Background:
The position requires a first-level university degree, which is equivalent to a Bachelor's degree, in relevant fields such as political science, economics, climate studies, environmental science, international relations, or social sciences. A second-level university degree may be preferred, particularly for candidates seeking to reduce the required years of experience.

Experience:
Candidates should have at least seven years of relevant professional experience, or five years if they hold a second-level university degree. This experience should be in areas directly related to climate security, climate change, conflict prevention, or peacebuilding, ideally within an international context. Demonstrated experience in project management and implementation is also essential.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Candidates should possess excellent communication skills to effectively engage with diverse stakeholders. Knowledge of additional languages may be considered an asset but is not explicitly required.
