Job Overview: The MEAL/Health Information Management Officer plays a crucial role in supporting the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities and managing health information systems for the PRO project in Marib. This position involves collecting, analyzing, and managing data to ensure effective monitoring and reporting of project activities. The officer will work closely with the PRO coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator, program staff, and various stakeholders to ensure compliance with organizational and donor standards while fostering collaboration to enhance data quality and reporting systems. The role also includes contributing to the Feedback and Complaint Response Mechanism (FCRM) to ensure effective learning and accountability systems are in place.
Duties and Responsibilities: The MEAL/Health Information Management Officer will be responsible for a variety of tasks, including: Collecting, compiling, and analyzing health data to ensure accuracy and timely reporting; Regularly reviewing and updating the project’s database, including the Indicator Performance Tracking Table (IPTT); Overseeing data entry and maintaining secure digital and physical data archives; Conducting data cleaning and quality control, preparing visual reports to support program learning; Ensuring compliance with donor-reporting needs and facilitating reporting; Supporting the design and validation of data collection tools and processes; Implementing data validity and quality control measures; Providing technical assistance to field teams regarding data collection and reporting; Supporting the implementation of MEAL activities, including monitoring visits and surveys; Establishing and maintaining an efficient Feedback and Complaint Response Mechanism; Conducting field visits to monitor activities and raise awareness about project services; Training health facility workers on data collection processes; Building strong relationships with stakeholders to facilitate MEAL and HIM activities; Submitting high-quality reports for internal use and donor submission; Documenting and sharing limitations and recommendations for improvement; Carrying out additional tasks as assigned by the line manager.
Required Qualifications: Candidates must possess a Bachelor’s degree in information technology, Statistics, Public Health, or a related field. They should have at least 2 years of experience in health data management and MEAL activities, preferably in an INGO setting. Strong skills in data analysis and the use of statistical tools for health and nutrition projects are essential. Proficiency in Microsoft Office, particularly Excel, and familiarity with data visualization tools are required. Excellent communication skills, both verbal and written, in English and local languages are necessary, along with the proven ability to work under pressure and meet deadlines in challenging environments.
Educational Background: A Bachelor’s degree in information technology, Statistics, Public Health, or a related field is required for this position. This educational background provides the necessary foundation for understanding data management and health information systems, which are critical for the role.
Experience: The position requires at least 2 years of experience in health data management and MEAL activities. This experience should preferably be in an international non-governmental organization (INGO) setting, where the candidate has had the opportunity to develop skills in data analysis, reporting, and project monitoring.
Languages: Proficiency in English is mandatory, along with strong communication skills in local languages. This bilingual capability is essential for effective communication with local stakeholders and community members, ensuring that data collection and reporting processes are understood and implemented correctly.
Additional Notes: The position is full-time and involves working in a challenging environment. The role may require occasional travel to field sites for monitoring and data collection purposes.
