Job Overview:
The Subawards Compliance Finance Officer will work within the Finance Department under the supervision of the Finance Manager. This role is crucial for ensuring that the financial activities of sub-awardees align with the agreed-upon awards. The officer will be responsible for monitoring actual expenditures, reviewing financial reporting, and ensuring compliance with both internal policies and donor requirements. The position is integral to the successful implementation of projects funded by the Department of State, which includes providing small grants to local organizations across the Caribbean. The officer will also engage in capacity building and training for subrecipients to enhance their financial management capabilities, ensuring that projects are executed with minimal risk and maximum efficiency.
Duties and Responsibilities:
The Subawards Compliance Finance Officer will have a comprehensive set of responsibilities, including: reviewing subrecipient budgets and financial documentation for compliance with Mercy Corps and donor requirements; conducting pre-award due diligence assessments; recommending risk mitigation measures; preparing financial monitoring reports; verifying fund requests and liquidation reports; conducting final financial reconciliations prior to subaward close-out; maintaining organized and audit-ready financial files; developing monitoring plans for subrecipients; providing ongoing training and support to subrecipients; conducting partner visits to evaluate financial management systems; and reviewing partner policies for improvements. The officer will also be responsible for safeguarding responsibilities, ensuring that safeguarding principles are integrated into their work, and promoting a culture of respect and dignity within the organization.
Required Qualifications:
Candidates should possess prior experience in finance, procurement, operations, or related fields. A university degree in finance, accounting, or a similar discipline is preferred. Basic computer skills, particularly in MS Office programs like Excel and Word, are essential. The ability to work effectively in a diverse team and a willingness to learn and adapt to new challenges are also important qualifications for this role.

- The salary range for Puerto Rico is between $46,000 and $54,625, while the salary for Colombia will be benchmarked according to local scales and will be commensurate with professional experience. The role may require occasional travel to support country programs, including travel to locations that may be insecure or have limited amenities.
