Job Posting Organization:
The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in their development priorities. The Development Operations Coordination Office (DCO) was transformed into a stand-alone office to oversee the resident coordinator system, ensuring it is optimally configured to support the acceleration of the 2030 Agenda. The UN RCO in Ulaanbaatar, Mongolia, is part of this system, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level.

Job Overview:
The UN Partnerships Officer will be stationed in the UN Resident Coordination Office in Ulaanbaatar, Mongolia, and will report to the Head of the Resident Coordinator Office. This role is pivotal in providing strategic support for partnerships aimed at achieving the SDGs. The officer will assist in the development and implementation of the UN Partnership Strategy, coordinating efforts with civil society, the private sector, and other stakeholders. The position requires a proactive approach to identify and leverage partnership opportunities, ensuring that the UNCT's strategic partnerships are effectively managed and aligned with the Sustainable Development Cooperation Framework. The officer will also play a key role in resource mobilization initiatives, contributing to the management of pooled funds and supporting the UNCT in achieving its funding goals.

Duties and Responsibilities:
The Partnerships Officer will undertake a variety of responsibilities, including:
  • Providing substantive support for strategic planning and coordination of UNCT partnerships, advising on the development and implementation of the UN Partnership Strategy.
  • Coordinating a UNCT working group to monitor and assess the partnership strategy, ensuring it adapts to emerging opportunities and challenges.
  • Liaising with UN entities to define value propositions for local partnerships and engaging with a diverse range of stakeholders.
  • Supporting the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships, providing inputs on due diligence processes.
  • Participating in joint resource mobilization initiatives, developing strategies for cooperation framework priorities, and analyzing funding streams.
  • Collaborating with finance experts to promote partnerships that support financing for the SDGs.
  • Contributing to knowledge management and capacity development related to partnerships and resource mobilization, sharing best practices and lessons learned.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization within the context of development cooperation. Experience in developing strategic partnerships across various sectors, including government, private sector, and civil society, is essential. Candidates should also have a proven track record in designing and implementing partnerships and resource mobilization strategies. Experience in promoting gender equality, youth participation, and inclusion of persons with disabilities is desirable, along with familiarity with UN interagency coordination and knowledge management in development cooperation.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of five years of relevant experience, with a strong emphasis on strategic support to partnerships and resource mobilization. Candidates should have experience in developing and managing partnerships, particularly in the context of sustainable development. Experience in financing for the SDGs and applied partnerships in areas such as food systems, digital transformation, and climate action is desirable. Additionally, two or more years of experience in data analytics or related fields is preferred.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also recognized as a working language of the UN, but English proficiency is essential for this role.

Additional Notes:
This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open only to nationals of Mongolia, and candidates residing outside the country may be considered if no suitable local candidates are found.
