Job Overview: The Manager for E&S Risk Management at the World Bank Group is tasked with executing risk management functions to fulfill the department's mandate. This role encompasses both strategic leadership and operational oversight, ensuring effective management of environmental and social (E&S) risks across WBG operations. The Manager will lead the E&S Risk Management team, overseeing specialists and managing all aspects related to team performance, including budget allocation, staffing decisions, and work planning. The position requires collaboration with regional teams to address complex and high-risk situations in portfolio projects, aiming to improve E&S performance and ensure compliance with WBG policies and standards. The Manager will also engage with stakeholders, oversee direct complaints, and support the WBG E&S Director in managing compliance cases, thereby enhancing accountability and credibility within the organization.
Duties and Responsibilities:
Team Leadership and Management: Lead the E&S Risk Management team, oversee specialists, manage team performance, budget allocation, staffing decisions, and work planning. Provide guidance and support in performance evaluations, onboarding, training, and professional development.
Oversight of Environmental and Social Risk Management: Manage E&S risks across the WBG project portfolio, intervene and collaborate with regional E&S teams to address complex situations, and ensure transparency throughout the project lifecycle.
Stakeholder Engagement and Accountability: Lead and support regional teams in managing direct complaints, oversee cases handled by the Compliance Advisor Ombudsman (CAO) and the Inspection Panel (IP), and clear management responses for direct complaints.
Strategic Leadership and Policy Alignment: Provide strategic leadership to ensure effective social and environmental risk management in line with WBG policies, assign appropriate E&S risk ratings, and coordinate with WBG’s global policy unit.
Support for High-Risk and Complex Projects: Guide regional project teams in applying WBG policies for high-risk projects, collaborate with E&S special operations teams, and proactively improve E&S performance.
Portfolio Risk Management and Representation: Manage E&S risks for WBG operations, identify systemic and emerging portfolio risks, and represent WBG in environmental and social risk management forums.
Required Qualifications:
Master’s degree in environmental science or a related field is required.
At least 12 years of international experience in public, private, and multilateral development finance sectors, focusing on environmental and social management.
Significant experience managing environmental or social risks for complex, multi-stakeholder projects.
Leadership and people management experience in large, diverse, and technical organizational settings.
Ability to provide intellectual leadership, support talent development, and motivate teams across locations.
Knowledge of WBG markets, including FCS and IDA countries.
Proficiency in written, verbal, and public speaking skills.
Experience representing WBG to external clients and stakeholders.
Willingness to travel as needed. 1
