Job Overview:
The position involves engaging a national consultant to develop a policy paper focused on empowering women entrepreneurs through digital transformation and strengthening investment partnerships. This initiative is part of UN Women's broader Women’s Economic Empowerment (WEE) program, which aligns with Iraq's National Strategy for Women (2023–2030) and aims to address the low participation of women in the Iraqi economy, which is currently around 10.9 percent. The consultant will be responsible for conducting research, analysis, and drafting the policy paper, which will include situational analysis, stakeholder engagement, and the development of actionable recommendations. The consultant will work closely with the Ministry of Planning and other stakeholders to ensure that the policy paper reflects the needs and realities of women entrepreneurs in Iraq, particularly in the context of digital economy and investment.

Duties and Responsibilities:
The consultant will lead the research and drafting of the policy paper, which includes several key responsibilities:
  • Develop an inception note outlining the methodology and workplan.
  • Conduct a situational analysis of women's entrepreneurship in Iraq, focusing on digital sectors and access to financing.
  • Map existing investment mechanisms relevant to women's economic empowerment.
  • Engage stakeholders through structured consultations to gather insights and data.
  • Draft the policy paper, ensuring it aligns with national strategies and incorporates investment principles that promote gender equality.
  • Develop a policy brief summarizing key findings and facilitate a validation workshop with stakeholders.

Required Qualifications:
Candidates must possess a Master’s degree in economics, public policy, development studies, women equality studies, digital economy, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. The position requires at least 5 years of relevant experience in economic analysis, policy research, or development programming focused on women's economic empowerment, digital economy, or investment mechanisms. Experience working with government institutions in Iraq is essential, along with proficiency in computer office tools. Experience in women empowerment programming and donor-funded development programs is desirable, as is familiarity with the UN system and specific initiatives like SWEI and MoP engagement.

Educational Background:
A Master’s degree in a relevant field such as economics, public policy, development studies, women equality studies, or digital economy is required. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by sufficient relevant experience.

Experience:
The position requires a minimum of 5 years of relevant experience in areas such as economic analysis, policy research, or development programming that focuses on women's economic empowerment and the digital economy. Experience with government institutions in Iraq is mandatory, and familiarity with donor-funded programs and the UN system is advantageous.

Languages:
Fluency in Arabic and English is required for this position. Proficiency in both languages is essential for effective communication and engagement with stakeholders and for the drafting of the policy paper.

Additional Notes:
This consultancy is home-based, with the expectation that the consultant will travel to Baghdad for key stakeholder consultations and the validation workshop. Travel costs will be covered by UN Women according to applicable rules. The position is part-time and may involve flexible working hours to accommodate the consultant's schedule. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct.
