Job Overview: The WFP Finance & Budget MSD Officer is responsible for managing the stewardship of WFP’s resources through the monitoring of financial data and providing technical advice to ensure effective management of funds. This role involves establishing team priorities and work plans to enable efficient assistance to beneficiaries. The officer will support corporate finance and resource management strategies, contribute to the development of policies and procedures, and ensure compliance with WFP standards. The position requires a proactive approach to identifying improvements in financial operations and ensuring that financial controls are in place. The officer will also play a key role in budget planning and management, pipeline management, and reporting, ensuring that resources are utilized optimally and in alignment with WFP’s operational priorities.
Duties and Responsibilities:
Finance Management: Support corporate finance strategies by contributing to policy development and participating in programmatic initiatives. Lead the implementation of finance and budgeting operations to ensure timely food assistance delivery. Regularly perform bank reconciliations, cash management, and financial closures. Identify improvements to policies and systems to enhance operational efficiency and minimize risks.
Budget Planning and Management: Develop and implement budget policies and procedures, advise on budgetary adjustments, and support the preparation and review of budgets for accuracy and completeness. Coordinate the development of key planning documents, ensuring alignment with WFP procedures.
Pipeline Management: Supervise commodity pipeline requirements and collaborate with stakeholders to ensure timely shortfall coverage. Analyze monthly pipeline processes and convene working groups to discuss resource availability.
Funds, Performance Management, and Reporting: Advise on complex programming requests and coordinate the preparation of reports for donors. Monitor ongoing performance against budgets and provide advice on necessary adjustments.
Leadership: Document internal processes and supervise a medium-sized team, providing training and support to enhance operational capacity.
Required Qualifications: Candidates must possess an advanced university degree in Business Administration, Statistics, Finance, Economics, or a relevant field. Additional professional training in project management, statistical analysis, or operational planning is desirable. Candidates should have at least 8 years of experience in financial reporting, budget preparation, and funds management, with experience in managing Management Services lines of business being an advantage.
Educational Background: An advanced university degree in a relevant field such as Business Administration, Finance, or Economics is required. Additional training in project management or operational planning is a plus, indicating a well-rounded educational background suitable for the complexities of the role.
Experience: The position requires a minimum of 8 years of relevant experience in financial reporting, budget preparation, and funds management. Experience in managing one or more Management Services lines of business, such as asset management or facilities management, is also essential. Candidates should demonstrate a strong understanding of financial operations and the ability to coordinate with various stakeholders effectively.
Languages: Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and contributing to a multicultural work environment.
