Job Overview:
The Finance Assistant position is situated within the Arab States Regional Office (ASRO) of UNFPA, where the incumbent will play a crucial role in providing high-quality financial and budgetary services. Reporting to the Finance Associate and under the guidance of the International Operational Manager (IOM), the Finance Assistant will ensure compliance with financial rules, guidelines, and procedures while adopting a client-oriented approach. The role involves close collaboration with various internal and external partners, including UNDP and other UN agencies, to facilitate effective service delivery. The Finance Assistant will contribute to the efficient management of financial resources, assist in budget development and monitoring, and support the overall financial operations of the regional office. This position is vital for maintaining financial integrity and supporting UNFPA's strategic objectives at the regional level.

Duties and Responsibilities:
The Finance Assistant will be responsible for a wide range of duties, including but not limited to: assisting in the efficient management of the regional office's financial and budgetary applications; ensuring adherence to financial controls and corporate policies; liaising with the Programme/Technical Team to ensure all payments are supported by complete documentation; managing travel payments and reconciliations; reviewing account statements from suppliers and vendors; monitoring receivables and ensuring timely clearance of suspense accounts; preparing documentation for reimbursements; supporting the review and management of Fund Authorization and Certification of Expenditure (FACE); maintaining a proper filing system for finance records; assisting in year-end closure activities; and providing back-stopping support to the Finance Associate. The Finance Assistant will also perform any other duties as required by the management of the regional office to ensure seamless administrative support.

Required Qualifications:
Candidates must possess a High School Diploma and have at least 5 years of financial and administrative experience in either the public or private sector. They should demonstrate the ability to interpret financial rules and regulations clearly and concisely. Proficiency in accounting frameworks and systems, particularly ERP systems, is essential, along with strong skills in spreadsheets, word processing, and computerized accounting systems. Good writing and communication skills are also required, as well as a commitment to the values of integrity, cultural diversity, and change.

Educational Background:
The minimum educational requirement for this position is a High School Diploma. However, additional qualifications in finance, accounting, or a related field may be advantageous and are often preferred by employers in this sector.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in financial and administrative roles. This experience should ideally encompass both public and private sector environments, providing a well-rounded understanding of financial operations and compliance. Familiarity with financial management systems and the ability to navigate complex financial regulations is crucial for success in this role.

Languages:
Fluency in both oral and written English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
