Job Overview:
The Consultant will provide comprehensive technical assistance to the National Malaria Control Program (NMCP) in Liberia, specifically in support of the planning and implementation of the 2026 mass distribution campaign for insecticide-treated nets (ITNs). The role involves working closely with the Alliance for Malaria Prevention (AMP) to ensure that the campaign is executed efficiently, on schedule, and in alignment with national malaria control strategies. The Consultant will be responsible for supporting the development of training materials, advocacy packages, and social and behavior change (SBC) tools, as well as providing training and capacity building for national facilitators and monitors. The Consultant will also analyze data and provide insights to improve campaign implementation and outcomes. This position requires a strong understanding of public health principles, particularly in the context of malaria prevention and control, and the ability to work collaboratively with various stakeholders to achieve campaign objectives.

Duties and Responsibilities:
The Consultant's duties will be divided into three main phases: 1) Support for the development of tools, training packages, and microplanning validation, which includes creating advocacy packages, SBC materials, and training agendas for all phases of the campaign. The Consultant will ensure that all materials are finalized and validated in a timely manner. 2) Training and support for household registration (HHR) and distribution implementation, which involves establishing daily review meetings, supporting national monitors, and addressing issues that arise during the campaign. The Consultant will track SBC data and provide recommendations for improvements based on real-time observations. 3) Data reconciliation and final reporting, where the Consultant will analyze SBC data, organize post-campaign meetings, and draft the final campaign report. Throughout the consultancy, the Consultant will actively participate in meetings, submit weekly situation reports, and provide interim and final mission reports detailing progress and recommendations for future actions.

Required Qualifications:
The ideal candidate must possess an advanced university degree (master's) in public health, social science, public administration, business administration, or a related field. Additionally, the candidate should have at least 7 years of experience working on mass ITN distribution campaigns, mass vaccination campaigns, or other large-scale health programs. A minimum of 5 years of experience specifically in Social and Behavior Change Communication (SBCC) related to ITN campaigns is required. The candidate should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and a commitment to improving health outcomes in vulnerable populations.

Educational Background:
Candidates must have an advanced university degree (master's level) in a relevant field such as public health, social science, public administration, or business administration. This educational background is essential for understanding the complexities of health program implementation and the strategic planning required for successful campaign execution.

Experience:
Candidates should have a minimum of 7 years of relevant experience in public health, particularly in the context of mass distribution campaigns for health interventions. This includes at least 5 years of direct experience in Social and Behavior Change Communication (SBCC) related to ITN campaigns, demonstrating a deep understanding of the strategies and methodologies necessary for effective health communication and community engagement.

Languages:
Fluency in English is mandatory for this position, as all communications, reports, and training materials will be conducted in English. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy will run from October to December 31, 2026, and will involve travel to Liberia. The consultant will be contracted by the IFRC, and standard contractual terms will apply.
