Job Overview: The Programme Manager for COI Enabling will play a pivotal role in the development and management of Communications and Information Services (CIS) within NATO. This position requires a strategic approach to ensure coherent elicitation of requirements as needed by the Requirements Division. The Programme Manager will be responsible for the accurate development of capability programme plans (CPPs) and will oversee the delivery of programme outcomes by assessing cost, scope, schedule, risk, and performance throughout the lifecycle of the projects. The role demands effective coordination and synchronization with Subject Matter Experts (SMEs) supporting warfare development, particularly with users and host nations. The Programme Manager will lead acceptance planning in collaboration with relevant branches and stakeholders, ensuring that all aspects of the programme align with NATO's strategic objectives. This position also involves providing programme and project expertise for ACT Programme of Work (POW) activities in various domains, including CIS, Cyber, COI Enabling, Information Management, and infrastructure. The Programme Manager will engage with NATO, nations, partners, industry, academia, and other organizations to facilitate the development of CIS capability architecture and support technical requirements identification and validation.
Duties and Responsibilities: The duties and responsibilities of the Programme Manager for COI Enabling include:
Contributing to the development of Communications and Information Services (CIS) by ensuring coherent elicitation of requirements as needed by the Requirements Division.
Developing capability programme plans (CPPs) accurately and ensuring the delivery of programme outcomes by assessing cost, scope, schedule, risk, and performance throughout the lifecycle.
Coordinating and synchronizing efforts with all SMEs supporting warfare development at the management level, especially with users and host nations.
Planning and leading acceptance processes with the support of relevant branches and in coordination with user and host nations.
Providing programme and project expertise for ACT Programme of Work (POW) activities in CIS, Cyber, COI Enabling, Information Management, and infrastructure.
Serving as a member of selected Integrated Coordination groups, such as the Capability Management Function and NATO HQ coordination groups.
Developing and maintaining enterprise architecture and capability architecture.
Briefing the Military Committee, RPPB, and IC on all technical aspects of CPP requirements and delivery.
Supporting the NATO Defence Planning Process (NDPP) and providing CIS service definitions within the NATO structure. 1
Engaging with NATO, nations, partners, industry, academia, and other organizations through the Framework for Cooperative Interaction (FFCI) mechanism. 1
Sponsoring research and development, experimentation, and POW to facilitate CIS capability architecture development. 1
Coordinating C3 policies and directives for implementation in ACT and Division. 1
Providing essential input to the identification of CIS/NATO Core Communication Network Service solutions to meet capability requirements.
Required Qualifications: The required qualifications for the Programme Manager for COI Enabling include:
A University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management, or a related discipline, along with 2 years of function-related experience. Alternatively, candidates with Higher Secondary education and completed advanced vocational training in a relevant discipline leading to a professional qualification or accreditation, along with 4 years of post-related experience, will also be considered.
At least 6 years of practical experience in projects related to the design and/or implementation of Communications and Information Services.
A minimum of 4 years of experience managing CIS (specialists) staff.
At least 3 years of project management experience, with a preference for candidates holding PRINCE II certification.
Educational Background: Candidates must possess a University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management, or a related discipline. Alternatively, candidates with Higher Secondary education and advanced vocational training leading to a professional qualification or accreditation will also be considered, provided they have the requisite years of experience in the field.
Experience: The position requires candidates to have at least 6 years of practical experience in projects related to the design and/or implementation of Communications and Information Services. Additionally, candidates should have a minimum of 4 years of experience managing CIS (specialists) staff and at least 3 years of project management experience, preferably with PRINCE II certification.
Languages: The mandatory language requirement for this position is English, with a proficiency level of SLP 3333, which includes listening, speaking, reading, and writing. While English is the primary language required, experience working in NATO military commands or equivalent areas is desirable, as is a broad knowledge of NATO CIS capabilities.
Additional Notes: The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment. The contract offered will be in accordance with NATO Civilian Personnel Regulations, with newly recruited staff receiving a three-year definite duration contract.
