Job Overview:
The ICT Analyst position is crucial for overseeing the implementation of ICT policies and standards within the Eastern Europe and Central Asia Regional Office (EECARO) and supporting country offices in the region. This role requires a strategic blend of core ICT operations and Technology for Development (T4D) programmatic support. The incumbent will ensure that ICT infrastructure and end-user services operate effectively while integrating digital innovations into UNFPA's programming. Reporting to the EECARO International Operations Manager, the ICT Analyst will play a key role in maximizing the impact of UNFPA's mission and supporting the achievement of ICPD and SDG goals. The position demands a proactive approach to managing ICT resources, providing technical guidance, and fostering a culture of digital innovation within the organization.

Duties and Responsibilities:
The ICT Analyst will be responsible for a variety of tasks, including:
  • Technology for Development (T4D) Programmatic Support: - Act as the primary liaison between EECARO programme teams and the global Digital Center of Excellence (CoE). - Facilitate the adoption and scaling of standardized digital solutions into local programmes. - Assess current technology use and identify opportunities for improvement. - Provide technical assistance for integrating AI and digital innovations into programming. - Manage T4D initiatives, including scoping, planning, and monitoring. - Develop training programs to enhance digital skills among staff. - Contribute to strategic roadmaps for technology integration in programme delivery.
  • Core ICT Operations & Resource Management: - Analyze and adapt corporate ICT strategies to meet regional needs. - Oversee shared ICT services and implement cybersecurity measures. - Provide end-user support and maintain local ICT systems. - Manage ICT resources and budget, ensuring cost-effective procurement and tracking of investments. - Ensure the security" style="border-bottom: 1px dotted #007bff !important;">security and availability of ICT systems and data. - Maintain compliance with security standards and conduct disaster recovery tests.
  • Perform other job-related duties as assigned by management.

Required Qualifications:
Candidates must possess an advanced university degree in Information Technology, Computer Science, Engineering, or a related discipline. Related professional certifications are desirable. Additionally, candidates should have at least 2 years of progressively responsible experience in ICT, preferably in network infrastructure or cloud-based application administration. Experience with Technology for Development (T4D) programmatic support, particularly related to AI, is required. Knowledge of local network infrastructure and viral protection systems is essential, along with familiarity with UN security protocols. Relevant certifications in hardware and software management are also desirable.

Educational Background:
An advanced university degree in Information Technology, Computer Science, Engineering, or a related field is required for this position. Candidates with additional professional certifications related to ICT are encouraged to apply, as these qualifications can enhance their candidacy.

Experience:
The position requires a minimum of 2 years of progressively responsible experience in ICT, with a focus on network infrastructure or cloud-based applications.
