Job Overview:
The position of Gerente de Cumplimiento Finanzas y Operaciones de Proyecto involves managing operational functions, including systems, processes, and staffing, to meet CRS standards, donor requirements, and local regulations. The role is crucial for ensuring high-quality programming and involves coordinating daily project operations to deliver support services efficiently. The manager will identify and address challenges affecting proper administration, risk management, and optimal use of program assets and resources. Duties and Responsibilities:
The Gerente de Cumplimiento Finanzas y Operaciones de Proyecto will have a comprehensive set of responsibilities, including:
  • Managing operational functions to comply with CRS standards and donor requirements.
  • Coordinating daily project operations to ensure high-quality service delivery.
  • Identifying challenges in administration and resource utilization, and addressing them effectively.
  • Managing security proactively and mitigating risks.
  • Supervising project staff, providing coaching, and developing performance management plans.
  • Serving as the primary contact for financial management of the grant, ensuring compliance with donor requirements.
  • Preparing budgets and financial projections, reviewing project financial executions, and conducting budget review meetings.
  • Supporting the design and review of sub-award agreements, ensuring compliance with CRS and donor requirements.
  • Preparing progress reports linking milestone achievements with expenditures for donor reporting. 1
  • Developing operational tools and manuals to ensure compliance with donor policies. 1
  • Leading procurement processes and ensuring timely delivery of goods and services. 1
  • Supervising the financial closure of the project in coordination with CRS Financial Management.

Required Qualifications:
Candidates must possess a Bachelor's degree in Finance, Administration, Economics, Accounting, or a related field. A minimum of three years of demonstrated experience in finance and program management is required, with solid experience in grant management and complex budget monitoring. Candidates should have at least three years of proven experience in compliance with donor regulations and the ability to manage financial risks effectively. Preferred qualifications include a Master's degree in Finance, Accounting, or a related field, and professional accounting qualifications such as ACCA or CPA. Strong knowledge of U.S. government funding mechanisms for non-profit organizations and experience in financial reporting for grants are also preferred.

Educational Background:
