Job Overview: The OSCE Security Project Officer is a pivotal role within the OSCE Secretariat, primarily focused on the implementation and administration of security projects, particularly the Safe Travel System (STS). This position requires a proactive approach to managing security-related activities and ensuring that all operational measures align with the organization's security risk management framework. The Security Project Officer will work closely with various OSCE executive structures and participating States, providing guidance on project implementation modalities and training plans. The role demands a high level of coordination and communication, as the officer will liaise with internal stakeholders and external partners to ensure the successful execution of security projects. The incumbent will also be responsible for conducting assessments, monitoring project performance, and developing training curricula for OSCE personnel, thereby enhancing the overall security posture of the organization.
Duties and Responsibilities: The Security Project Officer will have a comprehensive set of responsibilities, including:
Leading the OSCE-wide implementation and administration of the STS project, ensuring alignment with the Organization’s security risk management framework and emergency preparedness objectives;
Overseeing the development of security project proposals, strategic plans, procurement frameworks, and budgetary forecasts; ensuring effective financial planning and monitoring project expenditures, while providing progress reports to donors;
Coordinating the preparation and periodic update of Standard Operating Procedures (SOPs), security advisories, internal policies, and interoffice communications relating to security projects;
Serving as the focal point for liaison with internal stakeholders, OSCE Executive Structures, Institutions, and Security Focal Points to ensure consistent implementation of security policies and operational procedures;
Exchanging information and negotiating on project formulation and implementation with government officials and representatives of multilateral and bilateral donor agencies;
Providing technical oversight and continuous monitoring of the system’s performance, ensuring operational integrity and continuous improvement;
Managing high-level project communications and representing the Security Management Unit in project-related briefings and consultations;
Monitoring and expediting project implementation systematically through discussions and correspondence with staff involved in project activities;
Designing and leading the development and delivery of STS training curricula for administrators and end-users across the OSCE; 1

Required Qualifications: Candidates must possess a first-level university degree in security studies, risk management, social/political science, military science, public administration, law enforcement, or a related field. Equivalent professional qualifications from certified award-granting bodies and military or police educational institutions are also acceptable. Additionally, candidates should have a minimum of seven years of professional experience in project management, security, risk management, or related fields. Experience in developing, implementing, monitoring, and evaluating multi-stakeholder projects is essential, along with knowledge of security management systems and procedures. Strong drafting and reporting skills, particularly in project management, are required, as well as experience working in a multilateral/multicultural environment.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as security studies, risk management, social/political science, military science, public administration, law enforcement, or related disciplines. Candidates with equivalent professional qualifications from recognized institutions will also be considered. A second-level university degree may reduce the required professional experience by two years, allowing candidates with advanced degrees to qualify with five years of relevant experience.
Experience: The position requires a minimum of seven years of professional experience in project management, security, risk management, or related fields. Candidates with a second-level university degree may qualify with five years of experience. The ideal candidate should have a proven track record in supporting the development, implementation, monitoring, and evaluation of multi-stakeholder projects and programmatic activities, demonstrating a strong understanding of security management systems and methodologies.
Languages: Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. Additionally, a working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and facilitate communication across different cultural contexts.
Additional Notes: This position is classified as an international secondment and is open only to nationals of participating States. The contract type is fixed-term, with a full-time schedule.
