The organization manages its operations through Coordination Offices in Aden and Sanaa, along with two Field Offices in Al Khawkhah and Al Hudaydah. ACF's current focus in Yemen includes Health and Nutrition, Food Security and Livelihoods (FSL), Water, Sanitation and Hygiene (WASH), and Mental Health and Psychosocial Support (MHPSS).
Job Overview: The Emergency Programme Coordinator will work under the supervision of the Deputy CountryDirector for Programmes, with the primary mission of enhancing the emergency preparedness and response capabilities of the country office. This role is crucial for ensuring that ACF can respond effectively and in a timely manner to emergencies, particularly in the context of humanitarian crises resulting from conflicts or natural disasters. The coordinator will be responsible for developing and maintaining emergency preparedness and contingency plans, as well as leading the implementation of standard operating procedures for emergency responses. This includes continuous monitoring and analysis of the humanitarian, political, and operational context to identify emerging risks and opportunities for response. The coordinator will also engage with donors and partners to enhance ACF's emergency positioning and resource mobilization capacity, representing ACF in various humanitarian coordination forums and promoting the organization's emergency response capabilities to external stakeholders.
Duties and Responsibilities:
Strengthen and operationalize the country office's emergency preparedness and response system to ensure readiness for emergencies.
Develop and maintain up-to-date emergency preparedness and contingency plans.
Design, maintain, and lead the implementation of emergency response standard operating procedures in accordance with ACF's policies and procedures.
Lead and coordinate emergency responses to ensure timely and quality humanitarian assistance to affected populations.
Conduct continuous monitoring and analysis of the humanitarian, political, and operational context to identify emerging risks and response opportunities.
Activate emergency responses in line with ACF’s procedures and decision-making mechanisms.
Strengthen ACF's engagement with donors and partners to enhance emergency positioning and resource mobilization.
Monitor key humanitarian developments, donor priorities, and funding opportunities relevant to emergency preparedness and response.
Represent ACF in humanitarian coordination forums such as clusters, working groups, and inter-agency meetings. 1
Promote ACF's emergency response capacities and strategic priorities to external stakeholders.
Required Qualifications: Candidates must hold a Master’s Degree in International Relations, Humanitarian Work, or a related field. A minimum of 5 years of professional experience in the humanitarian sector is required, with at least 3 years in managing emergency response programmes. Strong leadership and decision-making abilities are essential, along with excellent communication, representation, and negotiation skills. The ability to work effectively under pressure and adapt to changing circumstances is crucial. Proficiency in English, both written and spoken, is mandatory, and prior experience in Yemen is considered an asset.
Educational Background: The position requires a Master’s Degree in International Relations, Humanitarian Work, or a related field. This educational background is essential for understanding the complexities of humanitarian operations and emergency response management.
Experience: The ideal candidate should have at least 5 years of professional experience in the humanitarian sector, with a specific focus on emergency response programmes. This experience should include a minimum of 3 years in a managerial role, demonstrating the ability to lead teams and coordinate complex emergency responses effectively.
Languages: Fluency in English is mandatory for this position, both in written and spoken forms. While not required, knowledge of additional languages may be beneficial and could enhance communication with diverse stakeholders in the humanitarian field.
Additional Notes: This position offers a fixed-term contract under French legislation for a duration of 6 months. The monthly gross salary ranges from €2597 to €2968, depending on experience, and includes a 13th-month payment. Non-French citizens will have their pension insurance reimbursed at 16% of the gross monthly salary. Employees will receive an annual salary increase of 6% after each 12 months of continuous contract. Additional benefits include a monthly per diem and living allowance of $730 net, a country allowance of €450, and a child allowance of €1500 per year per child present in the country of origin (up to a maximum of €6000 per year). Transportation and accommodation costs will be covered, and ACF provides 100% medical coverage for health and repatriation insurance, including for dependents. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation (RnR) days, and airfare reimbursement for RnR travel.
