Job Overview: The Risk Officer position at WFP is crucial for providing specialized support in establishing risk assessment and management activities. The role involves advising on the application of controls and ensuring compliance with organizational policies and procedures. The Risk Officer will contribute to the overall effectiveness of WFP operations and the optimization of resources. This position requires a proactive approach to embedding risk management into planning and decision-making processes, developing key risk metrics, and regularly updating risk registers. The officer will also coordinate feedback collection, analyze risk performance data, and facilitate risk assessments across various offices. Duties and Responsibilities:
Embed risk management in planning and decision-making by developing and monitoring key risk appetite metrics and indicators, and updating risk registers.
Coordinate feedback collection and analyze data on risk performance to propose new implementation approaches.
Facilitate regular and ad hoc risk assessments in collaboration with relevant managers to identify and assess risks, develop mitigation actions, and prepare risk information for stakeholders.
Engage with functional experts to identify trends, prepare guidance materials, and ensure compliance with WFP policies.
Review risk management activities in draft Country Strategic Plans and provide advice on enhancing internal control systems.
Assess training needs and deliver training programs to enhance understanding of risk management.
Contribute to the development of Standard Operating Procedures for managing risk and compliance processes.
Prepare comprehensive reports on compliance status and highlight areas of vulnerability.
Conduct the annual director" style="border-bottom: 1px dotted #007bff !important;">Executive Director’s Assurance exercise and support audit preparations. 1
Promote adherence to anti-fraud and anti-corruption policies and support managers in fraud risk assessments. 1
Supervise and build capacity of staff as required. 1
Perform other duties as needed, including serving as a focal point for Business Continuity Management and Organizational Conflicts of Interest.
Required Qualifications: Candidates must possess hands-on knowledge of governance and organizational structures within international organizations. They should have demonstrable experience in program/project management, including team management and capacity building. Experience in monitoring and reporting activities is essential, along with a solid understanding of risk analysis and mitigation strategies. Candidates should be adept at facilitating discussions across units and possess strong analytical, evaluative, and problem-solving skills. Excellent oral and written communication skills in English are mandatory, with experience in writing for senior management audiences being highly desirable. Candidates should also have progressively responsible experience in risk management activities and familiarity with modern enterprise risk management frameworks.
Educational Background: An advanced university degree in business/public administration, finance, accounting, international development, audit, or a related field is required. Alternatively, a first university degree with additional relevant work experience and/or training in audit, performance, and risk management may be acceptable.
Experience: The position requires candidates to have significant experience in risk management, including assessing and recommending effective internal controls and mitigation actions. Experience in managing teams and participating in recruitment and performance management is also essential. Candidates should have a proven track record of conducting risk analysis and contributing to the development of risk mitigation strategies in various organizations, preferably those utilizing modern risk management frameworks.
Languages: Fluency in English (Level C) is required, along with intermediate proficiency in French (Level B), which is a working language of WFP and an official UN language. Proficiency in additional languages may be considered an asset.
Additional Notes: The contract for this position is for a duration of 6 months and is classified as a Consultant (CST, level II). The role is based in Kinshasa, Democratic Republic of the Congo.
