Job Overview:
The position of International Consultant on Leadership and Conflict Management is crucial for advancing the capabilities of Kosovo's security sector institutions. The consultant will be responsible for designing and delivering a comprehensive training program aimed at enhancing the leadership and conflict management skills of senior police officers, particularly in non-majority municipalities. This role requires a deep understanding of the complexities involved in multi-community policing and the ability to foster trust and cooperation between law enforcement and diverse communities. The consultant will work closely with the OSCE Mission in Kosovo to ensure that the training aligns with the strategic objectives of improving operational effectiveness and human rights compliance within the security sector. The training will focus on equipping participants with the necessary skills to lead effectively in politically sensitive environments, manage conflicts, and promote community-oriented policing principles.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Developing a tailored training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager.
  • Preparing engaging presentation slides and relevant case studies to facilitate effective learning.
  • Conducting pre-evaluation tests to assess the baseline knowledge of participants before the training sessions.
  • Delivering two two-day training sessions focused on leadership and conflict management for senior police officers serving in non-majority municipalities.
  • Producing a comprehensive post-training evaluation report that includes observations and recommendations for further action by the OSCE Mission in Kosovo. The consultant will be expected to submit all deliverables by specified deadlines, ensuring that the training is impactful and meets the needs of the participants.

Required Qualifications:
Candidates must possess a bachelor’s degree in law, social sciences, or from a police academy. Additionally, a minimum of 10 years of relevant professional experience in leadership and conflict management is required, with a preference for experience in multi-community environments. Candidates should have at least five years of training experience specifically related to leadership and conflict management within a police context. Proven experience in delivering specialized training courses to law enforcement agencies and public institutions is essential. Familiarity with the Kosovo context is advantageous, along with cultural sensitivity and sound professional judgment. Previous experience in capacity building roles is considered an asset, and candidates must demonstrate the ability to work collaboratively with individuals from diverse cultural and religious backgrounds.

Educational Background:
The educational requirement for this position is a bachelor’s degree, which can be a first-level university degree or an equivalent qualification. The degree should ideally be in a field relevant to law, social sciences, or police studies, providing a solid foundation for understanding the complexities of leadership and conflict management within the security sector.

Experience:
The position requires a significant level of experience, specifically a minimum of 10 years in relevant professional roles that focus on leadership and conflict management. Candidates should have a strong background in training, with at least five years dedicated to training law enforcement personnel. Experience working with international organizations is highly valued, as it demonstrates an understanding of the operational frameworks and standards expected in such environments.

Languages:
Fluency in English, both spoken and written, is essential for this position. Candidates must possess excellent communication skills to effectively deliver training and engage with participants. While English is the mandatory language, knowledge of additional languages relevant to the Kosovo context may be considered beneficial but is not required.

Additional Notes:
The contract for this position is a Special Service Agreement (SSA) for a consultant role, with a total duration of 6 working days. The consultant will be expected to start as soon as possible, and the remuneration package will be based on the consultant's qualifications and experience, in accordance with OSCE-established rates.
