Job Overview:
The Research and Project Consultant will play a crucial role in the development and implementation of the 'Time for Growth' Integrated Policy Resource Portal. This initiative aims to enhance the use of Time Use (TU) data in policymaking across sub-Saharan Africa, aligning various stakeholders such as policymakers, researchers, and statistical offices. The consultant will be responsible for leading policy research, knowledge development, and coordination efforts to ensure the Portal meets the needs of its users. The position requires a deep understanding of macroeconomic and sectoral policies, as well as the ability to synthesize evidence and provide actionable insights. The consultant will work closely with the ACS team and other UNECA divisions, ensuring that the Portal is delivered on time and aligns with broader goals of strengthening data systems and evidence-based policymaking.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:
  • Project Coordination and Implementation Support: Develop and maintain the implementation workplan, monitor progress, and coordinate with various stakeholders to ensure effective delivery.
  • Data and Statistics: Identify sources of time-use data, propose harmonized measures, and provide guidance for data production.
  • Policy Research and Knowledge Development: Conduct policy mapping, develop conceptual frameworks, and curate relevant resources for the Portal.
  • Content and Knowledge Management: Lead the organization of policy resources and develop quality assurance processes.
  • Stakeholder Engagement and Capacity Building: Engage with partners to strengthen the Portal's relevance and facilitate knowledge-sharing activities.
  • Sustainability and Institutionalization: Support the establishment of the Portal Oversight Committee and contribute to long-term strategies for the Portal's use and integration within UNECA platforms.

Required Qualifications:
Candidates should possess an advanced university degree (master's or equivalent) in economics, public policy, or a related field. A minimum of five years of progressive experience in policy research, economic analysis, and knowledge management is required. Candidates must demonstrate the ability to conduct policy research and analytical mapping, and have experience working with international organizations or governments, particularly in Africa. Knowledge of time-use data and official statistics is essential, along with excellent analytical and communication skills in English. Knowledge of French is desirable.

Educational Background:
The position requires an advanced university degree, such as a master's degree or equivalent, in fields like economics, development economics, public policy, or international development. This educational background is crucial for understanding the complexities of policy research and economic analysis necessary for the role.

Experience:
Candidates should have a minimum of five years of relevant experience, which should include progressive roles in policy research, economic analysis, and program implementation. Experience in coordinating multi-stakeholder initiatives and working with international organizations or regional institutions is highly valued, particularly if it involves engagement in African contexts.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Knowledge of French is considered desirable, as it is one of the working languages of the United Nations Secretariat. This bilingual capability will enhance communication and collaboration with a broader range of stakeholders.

The position is expected to last for one year on a full-time basis, with the possibility of extension based on project needs and performance. The role is primarily based in Addis Ababa, Ethiopia, but there may be some flexibility for hybrid work arrangements depending on the selected candidate's circumstances.
