Job Posting Organization:
The position is located within the Common Administrative Platform at United Nations Headquarters, known as the One Executive Office (One EO), under the Division of Administration (DoA) in the Department of Operational Support (DOS). The One EO began its transition phase on January 1, 2026, as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. The DOS was established to provide comprehensive operational support, advisory services, and solutions to various operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Division of Administration in New York offers administrative support functions such as human resources, budget, finance, general administration, facility management, and commercial services to entities at UN Headquarters, as well as financial operational services globally. As part of the Common Administrative Platform, the Division includes the OneEO, the Financial Operations Service (including OnePayroll), and the Facilities and Commercial Activities Service. One EO delivers a full range of administrative and operational services required by New York-based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. This specific position is situated at the desk providing administrative and operational support to the DESA/DGACM/OHRLLS, OSAA (Desk3), reporting to the Chief of the desk and working under the overall guidance of the Director of Administration.

Job Overview:
The Human Resources Officer will play a crucial role in the planning, coordination, and delivery of the human resources work programme within OneEO. This position is designed to ensure the consistent application of human resources practices and procedures to meet the evolving needs of Client Entities and the Organization, while adhering to priorities, timelines, and outputs of the OneEO. The incumbent will monitor and ensure the implementation of human resources policies, practices, and procedures, supporting service improvement initiatives. Keeping abreast of developments in various areas of human resources is essential. The officer will prepare reports, participate in or lead special human resources projects, and provide information on staff movements and cash flow projections. Additionally, the officer will plan, organize, manage, and supervise the work of the assigned Unit/Section, ensuring effective human resources management across the organization.

Duties and Responsibilities:
The Human Resources Officer will be responsible for a variety of duties, including but not limited to: contributing to the planning, coordination, and delivery of the human resources work programme; monitoring the implementation of human resources policies and practices; preparing reports and leading special human resources projects; managing recruitment and placement processes; advising client entity managers and staff on staff administration matters; providing authoritative HR advice to senior managers; supporting staff development and career support; advising on mobility and career development; monitoring and advising on disciplinary matters; supervising junior human resources officers; conducting assessments of proposed changes to ensure compliance with classification policies; collecting and analyzing data to identify trends or patterns; and providing insights through data visualization methods to enable data-driven planning and decision-making.

Required Qualifications:
Candidates must possess a comprehensive understanding of human resources policies, practices, and procedures, with the ability to apply them effectively in an organizational setting. The officer should demonstrate the ability to identify issues, formulate opinions, and make informed recommendations. Professional competence and mastery of subject matter are essential, along with a commitment to meeting deadlines and achieving results. The candidate should also show persistence in facing challenges and take responsibility for incorporating gender perspectives in all areas of work. Strong analytical skills are necessary for interpreting data to support decision-making and effectively conveying information to management.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related field is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in a broad range of human resources management, administration, or related areas. Experience working in an international organization or a similar multi-stakeholder setting is required. Additionally, a minimum of five years of experience providing authoritative advice to senior managers on the application and interpretation of staff rules, regulations, and human resources policies is necessary. Experience managing staffing and human resources administration using enterprise HR platforms (e.g., Umoja/Inspira or equivalent ERP HR systems) is required, along with experience in preparing human resources analytics and reports for senior management. Experience supporting global and decentralized operations, including regional and field/country offices, is also essential. Candidates should have experience in a high-volume human resources environment, handling confidential and sensitive matters, and knowledge of human resources administrative issuances and job classification standards is desirable.

Languages:
English is required for this position, with a minimum required level of proficiency in reading, writing, listening, and speaking at UN Level III. French is also a working language of the United Nations Secretariat, but proficiency in French is not mandatory for this position. Candidates should consult the UN Language Framework for details on language proficiency requirements.

This position is funded by the Regular Budget and is initially for a period of one year, with the possibility of extension subject to funding availability. Staff members are subject to the authority of the Secretary-General and may be assigned to various functions in accordance with established rules and procedures.
