Job Overview: The Capacity Sharing Manager plays a crucial role in providing strategic and technical leadership for the design, coordination, and delivery of capacity strengthening initiatives across the Collective Sudan (CCS). This position emphasizes advancing localization and partner-led programming, ensuring a coherent approach to strengthening national NGO partners across various capacities. The Manager is responsible for developing capacity strengthening strategies, frameworks, tools, and work plans that align with CCS program priorities and donor expectations. This role requires collaboration with various stakeholders, including the Deputy Chief of Party, Partnerships Manager, and other members of the CCS Secretariat, to enhance the quality, accountability, and sustainability of programming.
Duties and Responsibilities: The Capacity Sharing Manager will coordinate with the CCS Secretariat and partner teams on planning and monitoring the implementation of cash and voucher assistance (CVA) activities. They will provide technical support and guidance for quality CVA implementation, develop harmonized tools and guidelines, and ensure adherence to sector best practices. The Manager will facilitate peer-to-peer learning among consortium members and collaborate with monitoring, evaluation, and learning (MEL) teams to refine indicators for measuring CVA programming effectiveness. They will also conduct cash capacity assessments, develop tailored capacity-building initiatives, and continuously review and adapt CVA programming for sustainability. The role includes ensuring compliance with donor regulations, advising partners on financial service providers, and supporting the scaling of referral intakes to complementary services.
Required Qualifications: Candidates must possess a Bachelor’s degree in social sciences, economics, business administration, international development, or a related field. A minimum of 5 years of relevant experience in humanitarian or development programming is required, with at least 2 years focused on Localization and Capacity Strengthening or Cash and Voucher Assistance (CVA). Demonstrated experience in training, mentoring, or organizational capacity strengthening with national NGOs or community-based organizations is essential. Candidates should have a sound understanding of CVA programming principles, strong facilitation skills, and the ability to build trust with diverse stakeholders. Excellent communication skills in both Arabic and English are mandatory, along with a willingness to travel within Sudan, including to hard-to-reach areas.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as social sciences, economics, business administration, or international development. Experience: The position requires a minimum of 5 years of relevant experience in humanitarian or development programming. Experience working with or through local partners, preferably in consortium or multi-agency settings, is highly valued. The ideal candidate will have a proven track record in training and mentoring, as well as organizational capacity strengthening.
Languages: Proficiency in Arabic and English is mandatory for this position, both written and verbal. These language skills are essential for effective communication with diverse stakeholders, including local NGOs, community groups, and consortium partners. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is based in Nyala, Darfur, but will involve roving across all Darfur states, requiring up to 60% domestic travel to support state programs. The role may involve travel to insecure locations with limited amenities.
