Job Overview:
The M4C Project Officer plays a crucial role in supporting the implementation of the Markets for Change (M4C) Project, which aims to promote gender equality through the economic empowerment of women market vendors in Vanuatu and other Pacific nations. The Project Officer will work closely with the National Project Coordinator and the M4C Team to ensure effective management and delivery of project activities. This includes contributing to design" style="border-bottom: 1px dotted #007bff !important;">program design, implementation, and evaluation, as well as providing technical support for monitoring and reporting. The Project Officer will also assist in logistical arrangements for project activities, including procurement and event management, and will engage with various stakeholders, including government agencies and civil society organizations, to foster collaboration and support for the project's objectives. The role requires a proactive approach to identifying opportunities for capacity building and technical assistance to partners involved in the project.

Duties and Responsibilities:
The duties and responsibilities of the M4C Project Officer include:
  • Contributing to the development of program strategies for the M4C Project, focusing on women's economic empowerment.
  • Providing technical inputs for the design and formulation of project proposals and initiatives.
  • Supporting the development and logistical arrangements for project activities, including procurement and event management.
  • Attending and supporting the delivery of project activities and events.
  • Providing secretariat support for Project Working Committee and Project Management Committee meetings.
  • Undertaking administrative and financial tasks to facilitate timely project implementation.
  • Monitoring project activities against the Annual Work Plan and ensuring timely delivery.
  • Assisting with project monitoring and reporting to donors.
  • Conducting surveys and data collection for project evaluation. 1
  • Identifying capacity-building opportunities for partners and facilitating training as needed. 1
  • Assisting with inter-agency coordination and providing technical inputs for advocacy and knowledge management efforts. 1
  • Performing other duties as required to ensure the efficient functioning of the office and the organization.

Required Qualifications:
The position requires a Master's degree (or equivalent) in Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an advantage. Candidates should possess strong analytical skills, knowledge of results-based management, and the ability to gather and interpret data effectively.

Educational Background:
Candidates must hold a Master's degree in a relevant field such as Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. A first-level university degree may be accepted in combination with additional qualifying experience. A project management certification is a plus.

Experience:
The ideal candidate should have at least 1 year of relevant experience at the national or international level in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. For those with a Bachelor's degree, a minimum of three years of relevant experience is required. Experience in women's economic empowerment and familiarity with government agencies and donor relations is desirable. Previous experience in the UN system is an asset, along with proficiency in office software and web-based management systems.

Languages:
Fluency in written and spoken English is mandatory for this position. Knowledge of the local language in Vanuatu is considered an asset, enhancing communication and engagement with local stakeholders.

The job may involve full-time commitment, and candidates should be prepared for potential travel within the region as part of project activities.
