The role involves assessing the current educational landscape, identifying challenges related to connectivity and access to digital resources, and proposing strategies for the expansion of digital education across the national education system. The consultant will work closely with the Ministry of Education and other stakeholders to ensure that the digital education initiatives are effectively integrated into the existing framework, thereby promoting innovation in pedagogy and enhancing the digital competencies of both students and teachers. The consultant will also be responsible for developing a sustainable roadmap for the expansion of digital education to 100 schools, ensuring that the implementation is smooth and aligned with the national digital education strategy approved in April 2024.

Educational Background:
A minimum of a Master's degree in Education, Educational Technology, Public Policy, or a related field is required. Additional certifications or training in digital education or project management will be considered an asset.
Experience:
Candidates should have at least 5 years of relevant experience in the field of education, with a focus on digital education initiatives. Experience working with governmental or international organizations, particularly in developing countries, is highly desirable.
Languages:
Fluency in Portuguese is mandatory, as it is the official language of Cabo Verde. Proficiency in English is also desirable, as it may be necessary for communication with international stakeholders. Knowledge of other local languages would be an advantage.
Additional Notes:
The contract duration for this consultancy is set for 45 working days. The position is classified as an individual contractor role, and proposals must be submitted through the UNDP supplier portal by the specified deadline. The consultant will be expected to work closely with UNDP and other partners to ensure the successful implementation of the digital education expansion plan.

- Conduct a comprehensive analysis of the current state of digital education in Cabo Verde, including the effectiveness of existing programs like Akelius and Learning Passport.
- Identify key challenges and opportunities for expanding digital education, particularly in relation to connectivity, resource access, and teacher training.
- Collaborate with the Ministry of Education and other educational stakeholders to develop a detailed plan for the expansion of digital education to 32 schools by 202
- Create a sustainable roadmap for scaling up digital education initiatives to 100 schools, including cost estimates, governance models, and support structures.
- Ensure that the expansion plan aligns with UNICEF's Global Digital Education Strategy (2025-2030) and addresses issues of digital inequality.
- Provide recommendations for improving the quality and sustainability of digital education initiatives, ensuring they are cost-effective and publicly owned.
- Prepare and present reports on findings and recommendations to stakeholders, ensuring transparency and accountability in the process.
