Job Overview:
The IOM Tunisia office is seeking a qualified consultant to provide technical expertise in migration data analysis, research support, and reporting. The consultant will be responsible for qualitative data gathering, the development of data visualization tools, and drafting and disseminating the final report. This role requires working under the overall supervision of the IOM Chief of Mission and the direct supervision of the Programme Officer (Data and Research) within the Governance and Data Unit. The consultant will coordinate closely with relevant IOM units to ensure the successful execution of the project. The consultancy is expected to last for 31 working days, from October 1, 2026, to December 31, 2026, and will focus on the Climate Change and Migration Data Program.

Duties and Responsibilities:
The consultant will perform several key tasks under this contract. The first deliverable involves qualitative data collection through focus group discussions (FGDs) and key informant interviews (KIIs) with migrants and other key informants from consular authorities. This includes preparing the questionnaire and interview guide, identifying data providers, and organizing at least four focus group discussions and 24 key informant interviews. The second deliverable is the drafting of a comprehensive report that includes data visualization tools, consolidating and analyzing findings from the field-based data collection conducted under the first deliverable, and translating these findings into clear, evidence-based recommendations to inform the regional Missing Migrants Project. The third and final deliverable involves conducting a workshop with consular authorities to present preliminary findings, gather feedback, and identify needs. The consultant will also draft a report of the workshop and integrate the findings into the overall report.

Required Qualifications:
The position requires a Master’s degree in social sciences, Anthropology, Migration Studies, Political Science, International Relations, Law, or a related field. Candidates must have proven experience of at least six years conducting qualitative research and data collection with migrants and vulnerable populations, particularly in fragile or cross-border contexts. Demonstrated experience working on missing migrants and/or Restoring Family Links (RFL) programs or migrant protection, including engagement with consular authorities and family tracing mechanisms, is essential. Strong knowledge of migrant protection, including the risks faced by migrants along migration routes and the role of criminal actors/smuggling networks, is also required. Candidates should possess experience in designing and conducting qualitative data collection tools, ensuring do-no-harm and protection-sensitive approaches, as well as conducting legislative and administrative desk reviews related to migration and protection frameworks. Experience in facilitating workshops and validation sessions with government/consular counterparts is necessary, along with strong organizational and time management skills and the ability to work independently.

Educational Background:
Candidates must hold a Master’s degree in a relevant field such as social sciences, Anthropology, Migration Studies, Political Science, International Relations, Law, or a related discipline. This educational background is crucial for understanding the complexities of migration issues and for effectively conducting research and analysis in this field.

Experience:
The consultant is expected to have a minimum of six years of relevant experience in qualitative research and data collection, particularly with migrants and vulnerable populations. This experience should include working in fragile or cross-border contexts and engaging with consular authorities and family tracing mechanisms. The candidate should also have a strong understanding of migrant protection issues and the risks faced by migrants along migration routes.

Languages:
Excellent writing and communication skills in both French and English are mandatory for this position. Knowledge of Arabic, both written and spoken, is preferable and will be considered an asset during the selection process. Proficiency in these languages will be specifically evaluated, which may include written and/or oral assessments during the recruitment process.

Additional Notes:
The consultancy will cover consultants against occupational accidents and illnesses under the Compensation Plan (CP) free of charge for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases. Candidates must provide written proof of medical coverage before commencing work.
