The Development Operations Coordination Office (DCO) was transformed into a stand-alone office within the UN Secretariat, overseeing the Resident Coordinator System. The DCO's mission includes ensuring that the UN system is optimally configured to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The UN RCO in Dhaka is part of this global initiative, working closely with various stakeholders to implement effective development strategies.

Job Overview:
The Associate Data Specialist will engage with counterparts from the UN Country Team (UNCT), government officials, and external partners specializing in data engineering and analytics. This role is crucial for developing and implementing databases, data collection systems, and analytics that enhance the statistical efficiency and quality of the UN Sustainable Development Cooperation Framework. The incumbent will also contribute to the UNCT Annual Results Report and other reporting tools, facilitating coordination and knowledge sharing among UNCT members. The position requires a proactive approach to support inter-agency follow-ups, ensuring the quality of agency inputs and tracking UNSDCF indicators. The Associate Data Specialist will also lead thematic groups within the UNCT, promoting collaboration to advance programmatic and operational priorities.

Duties and Responsibilities:
The incumbent will be responsible for implementing databases and data collection systems that optimize statistical efficiency. They will analyze trends using statistical methods, improve data analytics processes, and maintain databases. The role includes developing monitoring and evaluation products for the UN Sustainable Development Cooperation Framework, creating reports and dashboards to summarize findings, and assisting in data collection and analysis. The Associate Data Specialist will also contribute to the integration of monitoring milestones into common data pipelines and support statistical capacity-building efforts within the UNCT. Additional responsibilities include preparing materials for stakeholder communications, delivering training on results-based management, and performing other duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as computer science, data science, analytics, statistics, or social sciences. A Bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a Master's degree. The position requires a strong understanding of data manipulation and analysis, including knowledge of data life cycles and database management. Candidates should demonstrate the ability to perform quality assurance on data outputs and validate data accuracy.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or social sciences is required. A first-level university degree (Bachelor's degree or equivalent) may be accepted with additional qualifying experience.

Experience:
A minimum of two years of progressively responsible experience in data manipulation and analysis is required. Candidates should have demonstrated knowledge of data life cycles, including data collection, analysis, and reporting. Experience in database management and quality assurance of data outputs is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the UN, but proficiency in French is not mandatory for this role.

Additional Notes:
This is a fixed-term position for an initial period of one year, with the possibility of extension subject to budgetary approval. The position is open to nationals of Bangladesh only, and candidates must be located within commuting distance of the office.
