Job Overview: The Finance and Administrative Officer plays a crucial role in supporting the UNESCO Office in Apia by providing comprehensive administrative management support. This position involves reporting directly to the Director of the Office while also maintaining a functional reporting line to the Assistant Director-General for Administration. The officer is responsible for ensuring compliance with UNESCO's policies and regulations, particularly in financial management, human resources, logistics, and security matters. The incumbent will oversee budget planning and monitoring, manage day-to-day HR issues, and ensure effective procurement and asset management. This role requires a proactive approach to advising managers on budgetary policies and supporting capacity development within the organization. The Finance and Administrative Officer will also liaise with host country authorities and contribute to inter-agency coordination through the UN Country Team, ensuring that the UNESCO Office operates efficiently and effectively within the framework of the Host Country Agreement.

Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in Finance, Business Administration, Accounting, or a closely related field. The ideal candidate should demonstrate strong analytical and organizational skills, with the ability to manage multiple administrative functions effectively. Proven experience in supervising staff and coordinating workflows in a multicultural environment is highly desirable. Educational Background: An advanced university degree (Master's or equivalent) in Finance, Business Administration, Accounting, or a closely related field is required for this position. Candidates with a professionally recognized accountancy qualification will have an advantage. Educational qualifications must be obtained from accredited institutions recognized in the World Higher Education Database (WHED).
Experience: A minimum of 4 years of relevant professional experience in administration, finance, accounting, or related areas is required, with at least 2 years of experience at the international level preferred. Candidates should have a proven track record of managing financial resources, overseeing HR functions, and ensuring compliance with organizational policies and regulations. Experience working in international organizations or UN agencies is highly desirable, as is familiarity with SAP or similar financial management systems.
Languages: Excellent knowledge of English, both oral and written, is mandatory for this position. Additionally, good knowledge of French is desirable, and knowledge of another UNESCO official language (Arabic, Russian, Chinese, or Spanish) would be an asset.
