Job Overview:
The Programme Policy Officer position at WFP Tanzania is crucial for overseeing the implementation of Strategic Outcomes (SOs) related to crisis-affected populations, particularly focusing on meeting essential nutrition" style="border-bottom: 1px dotted #007bff !important;">food and nutrition needs during emergencies and building resilience against future shocks. The role requires a strong understanding of disaster risk management (DRM) and the ability to coordinate effectively with government entities, UN agencies, and other stakeholders. The officer will lead the management of SO1, which aims to support refugees and vulnerable populations, ensuring that WFP's interventions are aligned with national policies and strategies. This position also involves engaging with various field offices to provide on-the-ground support and capacity building initiatives, making it essential for the officer to have solid team management experience and a collaborative approach to working with partners.

Duties and Responsibilities:

• Lead Strategic Outcome 1 and Activity 1, providing oversight and support for Activity 2, ensuring effective implementation of WFP’s emergency response activities.
• Develop and maintain strategic vision for SO1, focusing on the needs of refugees and vulnerable populations affected by shocks and stressors.
• Collaborate with technical leads to mobilize resources for SO1, including donor engagement and proposal development.
• Participate in the United Nations Sustainable Development Cooperation Framework (UNSDCF) processes and contribute to relevant working groups.
• Review and provide input on assessments, studies, and funding proposals to ensure alignment with WFP’s objectives.
• Act as a key advisor for government engagement, coordinating with the Government Partnerships Officer.
• Support program management activities and ensure timely reporting on financial and technical aspects of the program.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences, including fields such as Agriculture, Economics, Disaster Risk Management, Social Protection, Environmental Sciences, or Community Development. Alternatively, candidates with a Bachelor’s degree must have at least 8-10 years of relevant experience. A minimum of 5 years of post-graduate professional experience in program management is required, with a focus on disaster preparedness and response, including planning and managing DRM, social protection, and related technical programs. Strong management skills, both for teams and projects, are essential, along with demonstrated experience in engaging with government, UN, and NGO partners.

Educational Background:
A Master’s degree in relevant fields such as social sciences, agriculture, economics, disaster risk management, social protection, environmental sciences, or community development is preferred. Candidates with a Bachelor’s degree must have significant relevant experience to compensate for the lack of a Master’s degree.

Experience:
The position requires over 5 years of post-graduate professional experience in program management, specifically in disaster preparedness and response. Candidates should have a proven track record in managing programs related to disaster risk management, social protection, and working with vulnerable populations, including refugees. Experience in engaging with government entities and UN agencies is highly desirable, as is a solid understanding of the UN system's policies and procedures.

Languages:
Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

This is a fixed-term contract for 12 months, with the possibility of extension.
