Job Overview: The Programme Analyst, Maternal Health, based in the UNFPA Tanzania Country Office in Dar es Salaam, plays a pivotal role in providing technical, programmatic, and operational support throughout the programming process. This position is essential for improving maternal health outcomes by managing, implementing, monitoring, evaluating, and reporting on the maternal health program, including midwifery models of care. The Analyst will work closely with government counterparts, UN agencies, civil society organizations, and other stakeholders to enhance coordination and promote the development of integrated, high-impact maternal health initiatives. The role requires a commitment to the UNFPA's mission and strategic goals, focusing on delivering sustainable results in maternal health and ensuring that interventions are aligned with the organization's broader objectives.
Duties and Responsibilities: The Programme Analyst will be responsible for a variety of duties, including:
Supporting programme development and planning by coordinating with the SRH Coordinator to design and manage the maternal health portfolio, including strengthening midwifery programs.
Contributing to the development of sectoral programme goals, objectives, strategies, and implementation plans based on results-based planning approaches.
Monitoring programme performance against agreed targets for implementing partners and convening regular review meetings to troubleshoot operational bottlenecks.
Overseeing budget allocation and monitoring expenditures to ensure timely and accurate financial reporting.
Drafting high-quality programme and donor reports to ensure continuous programme improvement. 1
Contributing to advocacy initiatives for increased investments in maternal health and sustainable healthcare policies. 1
Supporting resource mobilization efforts by drafting concept notes and funding proposals. 1
Contributing to evidence and knowledge management by synthesizing technical knowledge and disseminating best practices. 1
Standing in for other team members as required and carrying out additional duties as assigned by UNFPA leadership.
Required Qualifications: Candidates must possess a Master’s or advanced degree in public health, medicine, health research, health policy, education, management, development, or related social science disciplines. Additionally, a minimum of 2 years of progressive professional work experience in sexual and reproductive health, particularly maternal health, is required. Practical experience in programme/project management, including large multi-sector projects, is essential. Familiarity with the UN system is an asset, along with proficiency in Microsoft Office software and web-based ERP management systems.
Educational Background: The educational background required for this position includes a Master’s or advanced degree in relevant fields such as public health, medicine, health research, health policy, education, management, development, or other related social science disciplines. This advanced education is crucial for understanding the complexities of maternal health and the broader context of sexual and reproductive health.
Experience: The position requires a minimum of 2 years of progressive professional work experience in the field of sexual and reproductive health, with a specific focus on maternal health. Candidates should have practical experience in programme/project management, including experience in large multi-sector projects, and should be adept at designing, monitoring, and appraising proposals while coordinating with relevant project partners. Prior experience within the UN system is considered an asset, as it demonstrates familiarity with the organization's operations and objectives.
Languages: Fluency in English is required for this position, as it is the primary language of communication within the UNFPA. Knowledge of Kiswahili is beneficial, and familiarity with other official UN languages is desirable, as it may enhance communication with diverse stakeholders and partners.
