Job Overview:
The National Consultant will play a crucial role in developing a National Guideline on Mainstreaming Women's Affairs in Sectoral and Local Policies and Plans. This position requires collaboration with the National Directorate for Iraqi Women (NDIW) and the Ministry of Planning (MoP) to create a practical, government-endorsed tool that will help integrate women's needs into national and local policies. The consultant will be responsible for conducting a thorough analysis of existing legal and policy frameworks, identifying gaps, and proposing actionable recommendations. The consultant will also engage with stakeholders to validate the guidelines and ensure they are context-sensitive and aligned with Iraq's national priorities and international standards.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a Master's degree in women's affairs, public policy, development studies, law, economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least 5 years of relevant experience in policy analysis, mainstreaming women's affairs, and policy design. Experience in developing policy guidelines and working with government institutions in Iraq, particularly on women's issues, is essential. Candidates should also demonstrate strong analytical, research, and writing skills in both Arabic and English, as well as proficiency in MS Office tools.
Educational Background:
A Master's degree in women's affairs, public policy, development studies, law, economics, or a related field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. The educational background should provide a solid foundation for understanding the complexities of women's affairs and policy implications in the Iraqi context.
Experience:
Candidates should have a minimum of 5 years of relevant experience in policy analysis, mainstreaming women's affairs, and development programming. Experience in drafting policy documents and working with government institutions in Iraq is required. Familiarity with national planning processes and women's empowerment frameworks is essential, along with experience in facilitating multi-stakeholder consultations and technical workshops.
Languages:
Fluency in Arabic and English is required for this position. Candidates must be able to communicate effectively in both languages, particularly in writing, to ensure the guidelines are accessible to government planners and decision-makers.
Additional Notes:
This consultancy is home-based with primary engagement at the Ministry of Planning and the National Directorate for Iraqi Women. There is no requirement for travel outside of Baghdad, although the consultant may work from the MoP or NDIW a few days a week. The consultant is expected to attend technical meetings and consultations as required. The deliverables will be produced in Arabic, with an English summary, and will be reviewed and endorsed by UN Women, NDIW, and the Ministry of Planning. The consultant will be compensated based on the completion of specific deliverables outlined in the payment schedule.

- Engage with stakeholders through technical meetings and workshops to validate the draft guideline, ensuring active participation from relevant ministries and institutions.
- Finalize the National Guideline by incorporating feedback from stakeholders, developing an implementation roadmap, and preparing a stakeholder engagement report.
- Support the organization of dissemination workshops to present the finalized guideline to government stakeholders and partners, facilitating discussions and documenting outcomes.
