Job Overview:
The Senior Business Analyst position is based in The Hague, Netherlands, and is part of the Chief Customer Office at the NCI Agency. This role is crucial as the agency embarks on a transformation of its IT services to support NATO's Digital Endeavour. The Senior Business Analyst will manage the full customer lifecycle, shaping customer needs, prioritizing demand against agency capacity, and monitoring delivery against commitments and expectations. The position requires a proactive and enthusiastic individual who can provide analytical support, manage demand and reporting, ensure data quality, and facilitate stakeholder interactions, all while contributing to the overall mission of NATO.

Duties and Responsibilities:
The Senior Business Analyst will be responsible for several key areas:

• Governance NSIP Policy Support: Provide analytical input during policy reviews, identify operational impacts, gaps, and implementation considerations, and translate governance policies into actionable guidance.
• Demand Management and Reporting: Develop and maintain structured reporting packs that cover financials, progress, risks, dependencies, and KPI performance across CIS projects.
• Data Quality and Continuous Improvement: Validate project data, resolve discrepancies, track and analyze KPIs, and identify opportunities for process improvement and automation.
• Stakeholder Interaction: Consolidate taskings from governance bodies, monitor follow-up actions, support stakeholder communication, and provide timely information for governance forums.
• NSIP Support: Educate project and program managers on NSIP standards and best practices, while enhancing relationships and information flow.

Required Qualifications:
Candidates must possess a Bachelor’s degree from a nationally recognized university in a related discipline, along with at least 3 years of post-related experience. Alternatively, candidates with a minimum of 10 years of extensive and progressive expertise in relevant duties will also be considered. Additionally, candidates should have at least 1-2 years of experience in NSIP processes and policies or similar security or defense investment programs, particularly in project delivery within governance models. A strong analytical capability with experience in financial and performance reporting is essential, as well as familiarity with project lifecycle management and structured delivery frameworks. Knowledge of NATO policy and procurement procedures or similar public procurement policies is also required. A recognized formal P3M qualification such as PRINCE2, MSP, PMP, or MoP is preferred, along with fluency in English, both written and spoken.

Educational Background:
A Bachelor’s degree from a nationally recognized university in a related discipline is required for this position. This educational background is essential to ensure that candidates have the foundational knowledge necessary to perform the analytical and managerial tasks associated with the role.

Experience:
Candidates should have a minimum of 3 years of post-related experience in a relevant field. Alternatively, those with at least 10 years of extensive and progressive expertise in duties related to the function of the post will be considered. Specific experience in NSIP processes and policies, project management, and C4ISR services is also required, with at least 1-2 years in NSIP processes and at least 2 years in project management.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
