Job Overview: The Ethics Officer position at WFP is crucial for supporting the enhancement of a robust ethical framework within the organization. This role involves managing conflict of interest disclosures, advising on policy development, supporting retaliation protection processes, and fostering relationships both internally and externally to promote a culture of ethics and accountability. The incumbent will work closely with the Senior Ethics Officer and will be responsible for providing substantive input to the Ethics Office Strategy and Work Plan, ensuring that WFP employees and management receive timely advice and guidance on ethics and standards of conduct. The position requires a proactive approach to developing and delivering training programs on ethics, values, principles, and standards, as well as contributing to the management of the annual disclosure program. The Ethics Officer will also play a key role in enhancing the visibility of the Ethics Office through various communication channels and publications, ensuring that ethical considerations are integrated into WFP's policies and practices.
Duties and Responsibilities: The duties and responsibilities of the Ethics Officer include:
Providing substantive input to the definition and implementation of the Ethics Office Strategy and Work Plan.
Offering timely advice and guidance on ethics and standards of conduct to WFP employees and management, while properly tracking and recording all queries.
Contributing to the management of the annual disclosure program by reviewing disclosed conflicts of interest and ensuring the smooth rollout of the program.
Developing and delivering training programs, e-learning modules, and/or train-the-trainer modules on ethics, values, principles, and standards.
Advising and reviewing the drafting of WFP policy documents, circulars, and regulations where ethical aspects are involved.
Supporting the review of requests for protection against retaliation, drafting memos and responses to complainants as necessary.
Enhancing the presence of the Ethics Office on WFP internal and external websites and through other online channels or relevant publications.
Providing analysis and drafting support for reporting on and promoting the overall work of the Ethics Office.
Building positive and effective cooperation and relationships internally within WFP and externally across the United Nations and with Rome-based agencies. 1
Performing other duties as assigned by the Senior Ethics Officer in furtherance of the mandate of the Ethics Office and a strong culture of ethics and accountability.
Required Qualifications: The required qualifications for the Ethics Officer position include:
An advanced university degree in law, ethics, public administration, international affairs, compliance, or other related fields.
A minimum of 5 years of progressively responsible experience in legal advice, compliance, risk assessment, ethics, or other related areas.
A theoretical understanding of ethics, compliance, and risk assessment.
The ability to provide advice and guidance to a wide range of stakeholders on various ethical issues.
Technical knowledge of whistleblower protection policies, with demonstrated ability to write legal memoranda and notes to the file.
A commitment to act with integrity, independence, and impartiality in line with the independent and confidential role of the Ethics Office.
Excellent interpersonal skills to work effectively with colleagues from diverse backgrounds.
Demonstrated ability to deliver training to small and medium-sized audiences.
Strong listening skills to attend to those seeking advice or protection from retaliation.
Educational Background: Candidates must possess an advanced university degree in law, ethics, public administration, international affairs, compliance, or other related fields. This educational background is essential for understanding the complexities of ethical frameworks and compliance requirements within a large international organization like WFP.
Experience: The position requires a minimum of 5 years of progressively responsible experience in areas such as legal advice, compliance, risk assessment, ethics, or related fields. This level of experience is necessary to ensure that the incumbent can effectively manage the responsibilities of the role and provide sound advice on ethical matters.
Languages: Fluency in English (level C) is mandatory for this position. Additionally, candidates should have intermediate knowledge (level B) of a second official UN language, which may include Arabic, Chinese, French, Russian, Spanish, or Portuguese, as these are considered working languages within WFP.
Additional Notes: This position is classified as an International Professional role and is open to candidates of all nationalities. Mobility is a core contractual requirement in WFP; however, this position is classified as 'non-rotational,' meaning the incumbent will not be subject to the regular reassignment process unless the position is reclassified. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. WFP offers an attractive compensation and benefits package in line with ICSC standards, including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days of annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance. The selected candidate will be required to relocate to Rome, Italy, to take up this assignment.
