ACF's long-term strategy is centered around resilience-building to lower the vulnerability of populations in the Sahel region. In 2023, ACF is implementing 13 programs across 7 provinces in Chad, including Kanem, Bar El Gazal, Lac, Logone Oriental, Ouadaï, Dar Sila, and Hadjer Lamis. Job Overview:
The position of Information Management Lead is crucial for strengthening the analytical capacities of the Rapid Response Mechanism (RRM) consortium. Reporting to the RRM Coordinator, the role involves structuring Information Management Systems and developing components related to Geographic Information Systems (GIS). The successful candidate will be responsible for managing and analyzing data, developing visualization and reporting solutions using Power BI, cartography, and GIS, as well as reporting and disseminating information. Additionally, the role includes coordination and capacity building within the team, ensuring that data-driven decisions are made effectively and efficiently to support the organization's mission in Chad.

Duties and Responsibilities:
The duties and responsibilities of the Information Management Lead include:
  • Managing and analyzing data to support programmatic decisions and operational needs.
  • Developing visualization and reporting solutions using Power BI, ensuring that data is presented in a clear and actionable manner.
  • Conducting cartography and GIS activities to enhance spatial analysis and mapping capabilities.
  • Reporting and disseminating information to stakeholders, ensuring that relevant data is accessible and understandable.
  • Coordinating with team members to strengthen their capacities in data management and analysis.
  • Collaborating with other departments to integrate data-driven insights into program planning and implementation.
  • Ensuring compliance with data protection and confidentiality standards.
  • Providing training and support to staff on data collection and analysis tools.

Required Qualifications:
Candidates must possess a Bac+4/5 degree in geography, geomatics, GIS, statistics, data science, business intelligence, humanitarian information management, or a related field. A solid expertise in data management and analysis is essential. Proficiency in data collection and processing tools such as advanced Excel, SQL, KoboCollect, and ODK is required, with familiarity in DHIS2 being an advantage. A confirmed expertise in Business Intelligence, particularly with Power BI, Power Query, DAX, data modeling, and reporting automation is necessary. Knowledge of cartography and GIS tools such as ArcGIS Pro, ArcGIS Online, and QGIS is highly desirable, along with experience in spatial analysis, georeferencing, and web mapping. Candidates should also demonstrate the ability to produce high-quality dashboards, infographics, and visual materials tailored to decision-making or operational needs. Skills in statistical analysis and the use of tools like SPSS, R, or Python are appreciated.

Educational Background:
The educational background required for this position includes a minimum of a Bac+4/5 degree in relevant fields such as geography, geomatics, GIS, statistics, data science, or humanitarian information management. This level of education ensures that candidates have the necessary theoretical knowledge and practical skills to effectively manage and analyze data within the context of humanitarian operations.

Experience:
Candidates should have a proven track record of experience in data management and analysis, particularly within humanitarian or development contexts. Experience in using Business Intelligence tools, GIS applications, and data visualization techniques is essential. The ideal candidate will have hands-on experience in managing complex datasets and providing analytical insights to support programmatic decisions. Previous experience working in challenging environments or with international organizations is a plus.

Languages:
Fluency in French is mandatory for this position, given the operational context in Chad. Proficiency in English is considered a valuable asset, as it may facilitate communication with international stakeholders and partners. Knowledge of local languages may also be beneficial in enhancing community engagement and understanding local contexts.

Additional Notes:
This position is offered on a fixed-term contract basis under French law for a duration of 3.5 months, concluding on 14/07/202
  • The gross monthly salary ranges from €2130 to €2475, depending on experience, and includes a 13th-month salary. Non-French citizens are entitled to a retirement insurance reimbursement of 16% of their gross monthly salary. The base salary is subject to a 6% increase every 12 months of continuous contract. Additional benefits include a monthly per diem and living expenses of €838 net, a monthly contextual allowance of €300, and an annual child allowance of €1500 per child present in the home country (up to a maximum of €6000 per year). Transport and accommodation are provided, along with comprehensive medical coverage, including health insurance and repatriation costs. The organization also offers salary maintenance provisions for illness, maternity, and paternity, as well as 25 days of annual leave and 20 rest and recuperation days.
