Job Overview: The Capacity Building Officer (CBO) will report to the Integrity Risk Management Lead and will be responsible for the effective and consistent delivery of capacity-building activities across both internal and external stakeholders. The CBO will contribute to the preparation and delivery of various capacity-building activities, including the development of materials, organizing workshops, and communicating with stakeholders. This role is essential in ensuring that the GCF's integrity standards are adhered to in GCF-funded activities and in fostering a culture of integrity among stakeholders. The CBO will also play a crucial role in building awareness of the importance of these standards and will be involved in the design and implementation of impactful capacity-building products that support Direct Access Entities (AEs) in their obligations towards the GCF.
Duties and Responsibilities: The CBO will contribute to the delivery of Capacity Building (CB) activities by applying established approaches to effectively deliver a portfolio of learning products to stakeholders. This includes capturing and analyzing the needs of Direct Access Entities, optimizing CB design and service delivery, and overseeing communications related to CB and learning products. The CBO will encourage collaboration by fostering strong relationships with AEs and other stakeholders, ensuring that the importance of GCF integrity standards is communicated effectively. Additionally, the CBO will draft and refine specialized documents, support the design of an integrity knowledge repository, and adapt CB products to meet the needs of AEs. The role also involves planning and scheduling trainings, managing logistics, and using data to improve future trainings.
Required Qualifications: Candidates must possess a Master’s degree in a relevant field such as compliance, law, public administration, or governance. Alternatively, a Bachelor's degree in relevant fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree. A minimum of 5 years of relevant work experience is required, with a strong background in integrity topics such as anti-corruption and investigations. International work experience in a multicultural environment is essential, along with experience in developing and delivering learning products for diverse adult audiences. Proficiency in office technology, particularly the MS Office suite, is required, and experience with design software is desirable.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant subject area such as compliance, law, public administration, governance, or a related field. Candidates with a Bachelor's degree in these fields may be considered if they have an additional two years of relevant experience, demonstrating the organization's flexibility in educational requirements based on practical experience.
Experience: The position requires a minimum of 5 years of relevant work experience, particularly in areas related to integrity topics such as anti-corruption, whistleblowing mechanisms, and investigations. Candidates should have international work experience, ideally in a multicultural environment, and experience in outreach and the development of learning products for adults from diverse cultural backgrounds is highly desirable.
Languages: Fluency in English is mandatory for this position. Knowledge of another United Nations language, preferably Spanish or French, is highly desirable. Additionally, knowledge of any other language spoken in areas where GCF projects are implemented is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
