Job Overview:
The Programme Analyst for Women's Economic Empowerment (WEE) at UN Women in Azerbaijan is tasked with contributing to the WEE portfolio, focusing on implementing projects that promote women's participation in the workforce and engage the private sector. The role involves working on initiatives such as the project 'Advancing Women’s Economic Empowerment and Resilience through Private Sector Engagement Anchored in the Women’s Empowerment Principles (WEPs) in Azerbaijan.' The Programme Analyst will report to the Regional WEE Programme Specialist based in Tbilisi, Georgia, and will play a crucial role in the effective management of UN Women programs in Azerbaijan. This includes providing substantive inputs to design" style="border-bottom: 1px dotted #007bff !important;">program design, implementation, and evaluation, as well as monitoring results achieved during implementation. The Programme Analyst will collaborate closely with various stakeholders, including government officials, private sector representatives, civil society organizations, and development partners to ensure successful program implementation under the WEE portfolio.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in Women's Economic Empowerment by providing substantive inputs to the design and formulation of program/project proposals and initiatives, and identifying areas for support and intervention.
  • Support the WEE Programme Specialist in ensuring timely, effective, and results-oriented implementation of the WEPs project, leading day-to-day project activities, monitoring financial and programmatic progress, and preparing high-quality reports for donors and UN Women.
  • Provide technical support to the implementation and management of the Women’s Economic Empowerment program, including leading the coordination of calls for proposals, reviewing partner reports, and training partners on Results Based Management.
  • Offer technical assistance and capacity development to project/program partners, maintaining relationships with national partners and identifying opportunities for capacity building.
  • Monitor progress of program implementation and finances, drafting reports on monitoring missions and program results.
  • Manage the budget for the Women’s Economic Empowerment program, making necessary adjustments and providing inputs to financial reports.
  • Contribute to building partnerships and resource mobilization strategies, preparing documentation for donor meetings and public information events.
  • Provide technical support for inter-agency coordination on Women’s Economic Empowerment, drafting background reports and briefs.
  • Develop advocacy and knowledge-building materials, coordinating campaigns, events, and knowledge products related to Women’s Economic Empowerment. 1
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in economics, social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates must demonstrate good program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management. They should possess the ability to gather and interpret data, reach logical conclusions, and present findings effectively. Knowledge of Women’s Economic Empowerment topics such as care economy, equal pay, and gender-responsive private sector engagement is essential.

Educational Background:
Candidates must hold a Master’s degree or equivalent in a relevant field such as economics, social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage.

Experience:
At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. If the candidate holds a BA degree, a total of 4 years of experience is necessary. Experience in engaging the private sector to promote women’s economic empowerment in Azerbaijan is essential, along with experience in providing technical support to the private sector. Desirable experience includes coordinating with government agencies and donors, as well as proficiency in using computers and office software packages, including web-based management systems.

Languages:
Fluency in English and Azerbaijani is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
