The Allied Air Command (AIRCOM) is a key component of NATO, responsible for delivering Air and Space Power for Alliance operations and missions. Established as part of the NATO Command Structure, AIRCOM plays a crucial role in ensuring effective Command & Control (C2) capabilities and operates as a Joint Task Force (JTF) when directed by the Supreme Allied Commander Europe (SACEUR). The organization is dedicated to maintaining a high level of operational readiness and compliance with NATO Financial Rules and Procedures, ensuring that all financial and acquisition management activities are conducted efficiently and effectively across its various units.
Job Overview:
The Director of Finance (A8) is tasked with overseeing the financial management operations at HQ AIRCOM and its subordinate units across multiple nations. This role involves ensuring the correct application of international and non-appropriated funds, executing internal control and risk management activities, and coordinating audits. The Director is expected to provide strategic financial advice to the Command Group, manage the budgetary and financial policies, and ensure compliance with NATO regulations. The position requires a deep understanding of financial management within a military context, as well as the ability to navigate complex financial landscapes and provide sound judgment on financial matters affecting NATO operations.
Duties and Responsibilities:
The Director of Finance (A8) will be responsible for a wide range of duties including: representing the Budget Committee on financial matters, managing financial operations at HQ AIRCOM, supervising subordinate staff, and ensuring compliance with NATO financial regulations. The Director will also oversee the development of local financial policies, manage operational budgets, and provide financial guidance on new policies and initiatives. Additionally, the role involves negotiating financial agreements, ensuring tax compliance, and analyzing the cost-effectiveness of proposed plans. The Director will chair the Contract Awards Committee and will be accountable for the integrity of financial management systems within the organization.
Required Qualifications:
Candidates must possess a minimum of 10 years of experience in financial administration, with at least 5 years in a senior management role. Experience supervising a team of at least 5 individuals in financial functions is highly desirable. A strong legal background related to financial decision-making is also required, along with a proven track record of leadership in challenging environments. Familiarity with NATO financial regulations and procedures is preferred, as well as experience with financial management systems such as ORACLE Financials or similar ERP software.
Educational Background:
A Master's Degree or equivalent in finance, accounting, business administration, economics, public administration, or a related discipline is required. Candidates with an advanced degree in law will also meet the essential educational requirements. The educational background should be complemented by relevant post-graduate experience in financial management or administration.
Experience:
The position requires extensive experience in financial administration, specifically a minimum of 10 years, with at least 5 years in a senior management capacity. Candidates should have a strong background in budget management, controllership, and international financing, ideally within a NATO or military context. Experience in leading teams and managing complex financial operations is essential.
Languages:
Proficiency in English is mandatory, with a NATO Standard Proficiency level of 4343 in Listening, Speaking, Reading, and Writing. Knowledge of additional languages such as German, Italian, Spanish, or French is considered an asset, although the primary working language at HQ AIRCOM is English.
Additional Notes:
The successful candidate will be offered a three-year contract, which may be extended for an additional three years based on satisfactory performance. The role may require frequent travel and the ability to work irregular hours. Candidates must complete a NATO medical examination and obtain security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">NATO security clearance prior to employment.
