Job Overview: The NDC Implementation, Investment Planning and MRV Expert will play a crucial role in providing technical expertise for the development of two key deliverables endorsed by the government: a Revised NDC Implementation Plan and an Updated NDC Investment Plan. The expert will be responsible for creating sector-specific tracking tools, institutional arrangements, and a results-based monitoring framework to ensure effective implementation of Liberia's Nationally Determined Contributions (NDCs). This position requires a deep understanding of climate finance, investment planning, and the ability to translate climate commitments into actionable plans. The expert will work closely with the Environmental Protection Agency of Liberia and other stakeholders to operationalize the NDCs, ensuring alignment with national policies and strategies while promoting gender equality and social inclusion throughout the process.
Duties and Responsibilities: The consultant will undertake a comprehensive set of duties including: 1) Developing a Revised NDC Implementation Plan that includes sectoral measures, institutional arrangements, and a results-based monitoring framework. This involves reviewing existing NDC documents, conducting stakeholder consultations, and designing multi-criteria analyses to prioritize NDC measures. 2) Creating NDC sector tracking tools that align with Liberia's national monitoring and evaluation systems. 3) Updating the NDC Investment Plan by reviewing existing investment strategies, mapping financing sources, and proposing a climate finance matrix. 4) Conducting market analyses to identify private-sector investment opportunities and developing resource-mobilization guidelines. 5) Drafting and finalizing both the Revised NDC Implementation Plan and the Updated NDC Investment Plan, ensuring methodological coherence and alignment with Liberia's climate goals. The consultant will also be responsible for preparing high-quality technical reports and facilitating validation workshops with stakeholders.
Required Qualifications: Candidates must possess an advanced degree (master’s or higher) in climate change, environmental science, environmental management, economics, development studies, engineering, or a related field. Additionally, a minimum of 12 years of professional experience in climate change policy, Nationally Determined Contributions (NDCs), and sustainable development is required. The ideal candidate should have a demonstrated working knowledge of the sectors prioritized in Liberia's NDC, including agriculture, forestry, energy, and transport, and should be able to translate sector-specific targets into financeable investment priorities. Proven experience in climate finance, investment planning, and project development for international climate funds is essential, along with a strong understanding of the Paris Agreement and UNFCCC reporting requirements.
Educational Background: The position requires an advanced degree (master’s or higher) in a relevant field such as climate change, environmental science, environmental management, economics, development studies, or engineering. This educational background is crucial for understanding the complexities of climate policy and investment planning, as well as for effectively engaging with various stakeholders involved in the implementation of NDCs.
Experience: Candidates should have at least 12 years of professional experience in the field of climate change policy and sustainable development. This experience should include demonstrated expertise in supporting the development, implementation, and monitoring of NDCs and related climate policy frameworks. Familiarity with the sectors prioritized in Liberia's NDC and experience working with government institutions and multi-stakeholder coordination processes are also important.
Languages: Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within the organization and for the execution of the duties associated with this role.
Additional Notes: The expected duration of the consultancy is from 25 September 2026 to 30 March 2027, encompassing 102 working days over a period of 6.5 months. The consultant will report to Jérôme Malavelle, Global Coordinator of NDC Act & Invest, Global Climate Action Unit, Mitigation Branch. The position is full-time and involves collaboration with various stakeholders, including government agencies and international partners. The United Nations does not charge a fee at any stage of the recruitment process.
