Job Overview: The Human Resources Associate will operate under the overall guidance and supervision of the Chief of Human Resources, taking responsibility for service provision, transactions, and advice to internal clients regarding the full HR life cycle administration for UNU personnel. This role requires the interpretation and application of policies, procedures, and guidelines, establishing internal procedures, and providing solutions to a wide range of complex HR administrative issues. The HR Associate will ensure compliance with Staff Rules and Regulations and will collaborate closely with UNU’s HR Focal Points and UNDP/GSSU in Copenhagen to resolve complex HR-related issues. The position involves leading and coordinating HR administrative services for various contract types, administering staff benefits, analyzing workforce data, advising on HR processes, and supporting the optimization of HR technology solutions. The HR Associate will also manage health insurance matters and coordinate with administrative units on finance, procurement, and travel matters, ensuring smooth communication and operational efficiency.
Duties and Responsibilities:
Lead and coordinate HR administrative services for various contract types, focusing on recruitment and selection processes, ensuring timely sourcing and placement of talent.
Administer staff benefits, including leave administration, medical insurance, and pension contributions, while interpreting UN Staff Rules related to benefits.
Analyze workforce data and prepare HR reports to inform management decisions.
Support the adoption of HR technology solutions, ensuring they meet business requirements.
Manage health insurance matters and provide guidance on insurance policies.
Coordinate with finance, procurement, and travel teams to resolve cross-functional issues.
Perform other duties as assigned by the supervisor, ensuring timely and accurate HR transactions and high-quality service to clients.
Required Qualifications: Completion of Secondary Education is required, or a Bachelor’s Degree in HR, Business or Public Administration, Social Sciences, or relevant fields will be given due consideration. A minimum of 6 years of relevant experience in human resources management services is required for candidates with Secondary education, or 4 years for those with a University Degree. Familiarity with UNDP operating and reporting systems, including experience with ERP systems (e.g., Oracle Cloud, SAP, or PeopleSoft), is advantageous. Candidates should possess strong analytical skills, attention to detail, and organizational abilities, with proven experience in handling sensitive information. Knowledge of UN HR policies and recruitment principles is desirable, along with strong collaboration and team skills.
Educational Background: Candidates must have completed Secondary Education or hold a Bachelor’s Degree in Human Resources, Business or Public Administration, Social Sciences, or relevant fields. The educational background should provide a solid foundation for understanding HR principles and practices, as well as the ability to apply them effectively in a professional setting.
Experience: The position requires a minimum of 6 years of relevant experience in human resources management services for candidates with Secondary education, or 4 years for those with a University Degree. Experience should include familiarity with UNDP operating and reporting systems, and the use of ERP systems is considered an asset. Candidates should demonstrate proven organizational skills, the ability to prioritize tasks, and deliver results in a fast-paced environment, along with experience in handling sensitive and confidential information.
Languages: Fluency in English (both written and spoken) and Bahasa Malaysia is mandatory. Knowledge of another UN official working language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse work environment.
Additional Notes: This is a full-time, fixed-term appointment with an initial duration of one year, subject to satisfactory performance and the possibility of renewal. The mandatory retirement age for United Nations staff is 65 years.
