Job Overview:
The Shelter Associate plays a crucial role in supporting the implementation of shelter and infrastructure projects within the Area of Responsibility (AoR). This position involves conducting comprehensive sectoral needs assessments in collaboration with various sectors such as protection, community services, and public health. The Shelter Associate is expected to gather both quantitative and qualitative data regarding the living conditions and needs of displaced populations and host communities. The role requires close coordination with technical and non-technical staff from various sectors, national and international NGOs, and government authorities to ensure that shelter responses are effective and aligned with established standards. The incumbent will assist in the daily management of construction and infrastructure projects, ensuring compliance with UNHCR and national standards throughout the project cycle. The Shelter Associate must also adapt shelter strategies to evolving situations, focusing on durable solutions and sustainable building practices, while considering urban planning strategies and minimizing risks associated with overcrowding and unhygienic conditions.

Duties and Responsibilities:
The duties of the Shelter Associate include assisting in shelter needs assessments, ensuring that the beneficiary selection process prioritizes the most vulnerable populations, and supporting the development of shelter strategies that align with national and global policies. The incumbent will manage construction and infrastructure projects, ensuring compliance with established standards and best practices. Responsibilities also include coordinating with other sectors to synchronize shelter implementation, providing technical support to implementing partners, and participating in coordination meetings with stakeholders. The Shelter Associate will assist in preparing bid documents, evaluating bids, and ensuring quality control of shelter and infrastructure works. Additionally, the role involves identifying and managing risks, making informed decisions, and performing other related duties as required.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Civil Engineering or a related field. Proven experience in conducting structural damage assessments in post-conflict areas is essential, along with a strong background in construction and rehabilitation. Familiarity with UNHCR shelter standards and relevant protection and environmental considerations is required. Proficiency in AutoCAD, GIS/mapping tools, and digital assessment technologies is necessary, as well as the ability to prepare technical reports and coordinate effectively with various stakeholders. Knowledge of SPHERE standards and experience in developing shelter programs are also important qualifications.

Educational Background:
A Bachelor’s degree in Civil Engineering or Architecture is required for this position. Candidates with higher degrees or equivalent qualifications may also be considered. Relevant certifications in civil engineering or architecture are desirable, as they demonstrate a commitment to professional development and expertise in the field.

Experience:
The position requires a minimum of three years of relevant experience for candidates with a high school diploma, or two years of relevant experience for those with a Bachelor’s degree or higher. Experience should include working in construction, infrastructure development, and shelter programs, particularly in contexts involving displaced populations and post-conflict recovery.

Languages:
Knowledge of English is mandatory, along with proficiency in the UN working language of the duty station, which in this case is Arabic. Familiarity with local languages is also beneficial, as it enhances communication with the affected populations and stakeholders.
