Job Overview:
The Business Analyst for national-cartographie criminelle will be responsible for providing functional support, testing, and deployment of an integrated electronic management system for crime reports and crime mapping. This role is crucial in ensuring that the system meets the operational needs of law enforcement and other stakeholders involved in crime management. The analyst will work closely with various teams to gather requirements, analyze processes, and ensure that the system is user-friendly and efficient. The position requires a deep understanding of both business analysis and the specific context of crime mapping in Tunisia, as well as the ability to communicate effectively with technical and non-technical stakeholders. The role is expected to span a total of 30 working days over a period of 9 months, indicating a flexible engagement that allows for thorough analysis and implementation phases.

Duties and Responsibilities:

• Conduct a comprehensive analysis of the current processes related to crime reporting and mapping to identify areas for improvement.
• Collaborate with stakeholders to gather and document requirements for the integrated electronic management system.
• Develop functional specifications and ensure they align with the needs of users and the objectives of the project.
• Participate in the testing phase of the system to ensure it meets the specified requirements and is free of defects.
• Provide training and support to users of the new system, ensuring they are comfortable and proficient in its use.
• Monitor the implementation of the system and gather feedback for continuous improvement.
• Prepare reports and documentation related to the project, including progress updates and final evaluations.
• Facilitate communication between technical teams and end-users to ensure clarity and understanding of project goals.

Required Qualifications:

• Proven experience in business analysis, particularly in the context of information systems and process improvement.
• Strong analytical skills with the ability to interpret complex data and make informed decisions.
• Excellent communication skills, both written and verbal, to effectively convey information to diverse audiences.
• Familiarity with crime mapping and reporting systems is highly desirable.
• Ability to work independently and manage multiple tasks effectively within a defined timeline.
• Proficiency in project management methodologies and tools is an advantage.

Educational Background:
A bachelor's degree in business administration, information technology, or a related field is required. A master's degree or equivalent experience in a relevant area will be considered an asset. Additional certifications in business analysis or project management will also be beneficial.

Experience:
A minimum of 3-5 years of relevant experience in business analysis or a similar role is required. Experience working with governmental or international organizations, particularly in the context of crime management or public safety, is highly desirable. Familiarity with UNDP processes and systems will be an advantage.

Languages:
Fluency in both French and Arabic is mandatory, as these are the primary languages used in Tunisia. Proficiency in English is considered a plus, as it may facilitate communication with international stakeholders and resources.

This position is offered as an individual contractor role, with a total duration of 30 working days spread over 9 months. The work is expected to be part-time, allowing for flexibility in scheduling.
