Job Overview: The CCAC Technical Consultant – Expert on Super Pollutants, NDC 3.0 and MRV for the Dominican Republic will play a crucial role in developing and managing robust monitoring, reporting, and verification (MRV) systems for greenhouse gases (GHGs) and short-lived climate pollutants (SLCPs), particularly focusing on methane (CH4) and hydrofluorocarbons (HFCs). The consultant will ensure high-quality data collection and rigorous quality assurance/quality control (QA/QC) processes, which are essential for timely reporting that supports national planning and international obligations. The consultant will work closely with government teams to enhance their capacity to manage these systems effectively, ensuring that the Dominican Republic can meet its climate commitments as outlined in its Nationally Determined Contributions (NDCs). This position requires a deep understanding of climate policy frameworks and the ability to navigate the complexities of international climate agreements, particularly the Paris Agreement.
Duties and Responsibilities: The consultant will be responsible for several key duties, including:
Developing a fully operational and transparent MRV system for GHGs and SLCPs, ensuring compliance with IPCC, UNFCCC, and CCAC standards.
Strengthening QA/QC procedures to ensure the accuracy and reliability of emissions data.
Producing timely, evidence-based reports that support national planning and fulfill international transparency obligations.
Conducting regular analytical assessments and MRV updates to track mitigation outcomes and report to national authorities.
Providing training and technical tools to government teams to enhance their capabilities in data management and co-benefit assessment.
Conducting a comprehensive gap assessment of regulatory, institutional, and technical challenges in key emitting sectors.
Drafting detailed proposals for the NDC 3.0 RD-2025 Action Plan, focusing on SLCPs.
Developing a preliminary climate investment plan outlining priority mitigation measures and resource mobilization strategies.
Designing or enhancing MRV tools for various sectors to improve emissions tracking and evaluation of climate actions. 1
Preparing pre-investment studies to identify opportunities for climate projects targeting CH4 and HFC reduction.
Required Qualifications: Candidates must possess an advanced university degree (Master’s, PhD, or equivalent) in environmental sciences, atmospheric chemistry, statistics, engineering, or a related quantitative field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of 5 years of experience in GHG or SLCP inventory development, MRV system design, or climate transparency frameworks is required. Familiarity with national and international climate policy frameworks, including the Paris Agreement and Article 6 mechanisms, is essential. Candidates should have in-depth knowledge of greenhouse gas mitigation and experience in designing and implementing MRV systems, particularly for CH4 and HFCs. Demonstrated expertise with IPCC methodologies and UNFCCC reporting guidelines is desirable, as is strong data management skills using tools such as SQL, Python/R, GIS, or specialized inventory software.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as environmental sciences, atmospheric chemistry, statistics, or engineering. Candidates with a first-level university degree may still qualify if they have additional relevant experience. The emphasis is on quantitative fields that provide the necessary analytical skills to address climate-related challenges effectively.
Experience: The position requires a minimum of 5 years of relevant experience in areas such as GHG or SLCP inventory development, MRV system design, or climate transparency frameworks. Candidates should have a proven track record of working within national and international climate policy contexts, demonstrating their ability to navigate complex regulatory environments and contribute to effective climate action strategies.
Languages: Fluency in Spanish, both written and oral, is mandatory for this position. Additionally, fluency in English is highly desirable, as it will facilitate communication with international partners and stakeholders involved in climate initiatives.
