Job Overview:
The Campaign Finance Officer will play a crucial role in supporting the financial planning, implementation, monitoring, and reporting of the ITN Mass Campaign. This position requires a strong focus on financial stewardship, ensuring that campaign resources are managed effectively and transparently. The Finance Officer will be responsible for maintaining accurate financial documentation, monitoring budgets, processing payments, managing cash flow, and ensuring compliance with internal and external regulations. The role involves close collaboration with various stakeholders, including campaign implementation teams, CRS finance staff, county-level teams, and other partners, to ensure that resources are utilized efficiently and accountably. The Finance Officer will also be tasked with preparing financial reports, conducting variance analysis, and supporting the overall financial management of the campaign, making this position integral to the success of the initiative.

Duties and Responsibilities:
The Campaign Finance Officer will have a comprehensive set of duties and responsibilities, including but not limited to: supporting the implementation of financial management activities for the ITN Mass Campaign; monitoring campaign expenditures against approved budgets and spending plans; preparing budget tracking reports and advising management on budget utilization and variances; assisting in budget revisions, forecasts, and financial projections; ensuring campaign expenditures are charged to the correct budget lines and project codes; reviewing payment requests for accuracy and compliance with CRS policies; preparing payment vouchers and supporting documentation; processing payments through approved CRS financial systems; supporting cash forecasts and liquidity planning; monitoring cash advances and ensuring timely retirement and reconciliation; preparing periodic and ad hoc financial reports; conducting compliance reviews of field financial documentation; providing financial guidance to county-level campaign teams; participating in campaign planning and training; conducting field monitoring visits; orienting campaign staff on CRS financial procedures; and fostering collaboration between programmatic and finance teams.

Required Qualifications:
Candidates must possess a strong knowledge of accounting principles and financial management practices, along with excellent analytical and problem-solving skills. Attention to detail and accuracy is essential, as is the ability to manage multiple priorities and meet tight deadlines. Strong interpersonal, communication, and coordination skills are required, as well as the ability to work effectively in a team environment and under pressure. A high level of integrity and commitment to financial accountability is also necessary. Preferred qualifications include experience working with CRS or an international NGO, experience supporting Global Fund-financed programs, and familiarity with malaria prevention campaigns and community-based distribution activities. Proficiency in enterprise financial management systems such as Oracle or ERP systems is advantageous.

Educational Background:
A Bachelor's degree in Accounting, Finance, Business Administration, or a related field is required. A professional accounting qualification or partial certification (such as ACCA, CPA, CIMA, or equivalent) is preferred. This educational background will provide the necessary foundation for understanding complex financial systems and practices relevant to the role.

Experience:
Candidates should have a minimum of three (3) years of relevant professional experience in finance, accounting, grants, or project financial management. Experience supporting donor-funded projects, particularly in health or malaria programs, is preferred. Familiarity with large-scale campaign programming is an advantage, as is advanced proficiency in Microsoft Excel. The ability and availability to travel to remote field locations is also required, as the role may involve field monitoring and support activities.

Languages:
Proficiency in English is mandatory for this position. Strong communication skills in English will be essential for effective collaboration with internal and external stakeholders. While English is the primary language required, additional language skills may be considered an asset, particularly if they relate to the local context of the campaign.

Additional Notes:
This position is temporary, with a duration of six months, and is specifically open to Liberian nationals only. The role is full-time, and candidates must be willing to travel up to 50% of the time.
