Job Overview:
The Associate HR Coordinator plays a crucial role within the Direction and Management Unit of the OSCE Secretariat's Department of Human Resources (DHR). This position is responsible for planning and coordinating various HR programs and interventions, particularly those related to the appointment of senior officials. The role involves developing communication plans to promote HR objectives and practices, coordinating the HR Unified Budget and extra-budgetary programs, and ensuring that HR interventions align with the department's strategic objectives. The Associate HR Coordinator will work under moderate supervision and will be expected to provide technical support, coordinate input into organizational documents, and recommend process improvements. This position requires strong interpersonal skills to liaise with diverse stakeholders and ensure coherent HR management across the organization.

Duties and Responsibilities:
  • Coordinate HR actions for the issuance and extension of senior officials’ appointments/assignments, ensuring timely processes and compliance with OSCE regulations.
  • Support the development of DHR inputs to the Unified Budget process, ensuring consistency with broader financial planning.
  • Facilitate cross-cutting HR planning within DHR and across OSCE institutions, participating in working groups to address HR priorities.
  • Conduct assessments of human resource requirements for extra-budgetary projects, ensuring alignment with OSCE HR policies.
  • Support DHR's responses to audit recommendations, monitoring implementation and maintaining accurate records.
  • Draft working documents for DHR, including talking points, summaries, and presentations, to support effective communication and decision-making.

Required Qualifications:
Candidates must possess a first-level university degree in human resource management, social studies, or a related discipline. A minimum of four years of professional-level experience in human resource management or public administration is required, with at least two years of experience if holding a second-level university degree. Candidates should demonstrate experience in coordinating among diverse stakeholders, knowledge of contemporary HR management issues, and proficiency in drafting business communications. Familiarity with project development methodologies and budgeting processes is advantageous. Strong digital literacy, particularly in Microsoft Office applications, is essential.

Educational Background:
A first-level university degree in human resource management, social studies, or a related field is mandatory. A second-level university degree may reduce the required professional experience by two years, allowing candidates with advanced degrees to qualify with a minimum of two years of relevant experience.

Experience:
The position requires a minimum of four years of professional-level experience in human resource management or public administration. Candidates with a second-level university degree can qualify with two years of experience. Experience in an international organization is preferred, along with demonstrated ability to coordinate among diverse stakeholders and manage HR-related projects effectively.

Languages:
Excellent oral and written communication skills in English are mandatory. A working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders.

Additional Notes:
The position is a fixed-term contract with a monthly remuneration of approximately EUR 6,100, subject to adjustment based on family status and post adjustment. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The maximum period of service in this post is seven years, and the mandatory retirement age is 65 years.
