Job Overview: The position of Construction Operations Regulation Expert involves working closely with the Cambodian government to develop national green building guidelines from both construction and operational perspectives. The consultant will be responsible for producing an inception report that reviews existing guidelines and relevant literature to consolidate targeted ideas for the green building guidelines. Once the inception report is approved, the consultant will further develop these ideas into actionable guidelines that will contribute to the establishment of national green building codes. This role is crucial in supporting Cambodia's green building regulatory framework and ensuring that the guidelines align with national priorities and local stakeholder needs.
Duties and Responsibilities: The consultant will engage in a variety of tasks, including but not limited to: conducting thorough reviews of existing green building guidelines and literature; drafting an inception report that outlines targeted ideas for the development of national green building guidelines; collaborating with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and the Ministry of Environment (MoE) to ensure the guidelines are effectively integrated into Cambodia's regulatory framework; providing technical support for compliance monitoring, enforcement, commissioning, and building operations; and facilitating coordination among stakeholders to ensure the guidelines meet local needs and priorities. The consultant will also be involved in the implementation phase of the guidelines, ensuring that they are practical and enforceable.
Required Qualifications: Candidates must possess an advanced university degree (Masters or equivalent) in architecture, engineering, economics, environmental or social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A Ph.D. in a relevant field related to sustainable buildings and construction is considered an asset. Additionally, candidates should have a minimum of five years of professional experience, particularly in the buildings and construction sector, climate change, energy efficiency, and/or building operations management. Experience working with international organizations is highly desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Masters or equivalent) in a relevant field such as architecture, engineering, economics, environmental or social sciences. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. A Ph.D. in a related field is a plus, indicating a higher level of expertise in sustainable buildings and construction.
