Job Overview: The Building Design Regulation Expert will serve as a key technical resource and liaison between GlobalABC, UNEP, and relevant government counterparts, particularly in Cambodia. The primary focus of this position is to support the development of green building regulations by providing technical reviews, stakeholder coordination, and contextualization of international best practices in green building design. The consultant will be instrumental in developing practical design guidance materials that are technically sound and fit for purpose. This role is crucial in assisting the Government of Cambodia in establishing a robust green building regulatory framework that aligns with national sustainable development objectives and enhances resource efficiency in the built environment. The consultant's local expertise will be vital in ensuring that the design guidelines meet the specific needs and conditions of Cambodia's regulatory and construction landscape.
Duties and Responsibilities: The consultant will be responsible for several key duties, including:
Collaborating with GlobalABC and UNEP to develop building design implementation guidelines that align with Cambodia's green building regulatory framework.
Conducting technical reviews of existing design standards and compliance pathways to ensure they are applicable and effective within the local context.
Engaging with stakeholders, including government agencies, to facilitate coordination and gather input on the design guidelines.
Contextualizing international best practices in green building design to ensure relevance and applicability in Cambodia.
Developing practical design guidance materials that can be easily understood and implemented by local practitioners.
Supporting the Government of Cambodia in advancing its green building agenda through effective communication and collaboration with relevant ministries, such as the Ministry of Land Management, Urban Planning and Construction and the Ministry of Environment.
Providing ongoing technical support and expertise throughout the duration of the consultancy to ensure successful implementation of the guidelines.
Required Qualifications: Candidates must possess an advanced university degree (Masters or equivalent) in architecture, engineering, economics, environmental or social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A Ph.D. in a field related to sustainable buildings and construction is considered a plus. Additionally, candidates should have a minimum of five years of professional experience, particularly in the buildings and construction sector, climate change, energy efficiency, and/or building operations management. Experience working with international organizations is highly desirable.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as architecture, engineering, economics, environmental sciences, or social sciences. A first-level university degree may be accepted if accompanied by sufficient professional experience. A Ph.D. in a related field is advantageous and may enhance a candidate's profile.
Experience: Candidates should have at least five years of professional experience, with a focus on the buildings and construction sector, climate change, energy efficiency, or building operations management. This experience should be relevant to the development and implementation of green building regulations and guidelines. Experience working with international organizations is also beneficial, as it demonstrates the ability to navigate complex regulatory environments and collaborate with diverse stakeholders.
Languages: Fluency in written and spoken English is essential for this position, as the consultant will be required to communicate effectively with various stakeholders and produce high-quality documentation. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders in Cambodia.
Additional Notes: The expected duration of this consultancy is seven months, during which the consultant will engage closely with the Government of Cambodia and other stakeholders to develop and implement the green building design guidelines. The position is expected to be full-time, and the consultant will be required to work on-site in Cambodia. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, ensuring a transparent and fair selection process.
