Job Overview:
The position of Consultant at UN Women involves leading the development and delivery of a national Women, Peace, and Security (WPS) training program in Indonesia. This role is crucial in advancing the WPS agenda within defense institutions, particularly in the context of the BRIDGES 4 PEACE project, which is a regional initiative supported by Canada's Military Training and Cooperation Program. The consultant will be responsible for designing and facilitating a co-creation workshop to develop training materials in collaboration with various stakeholders, including representatives from the Ministry of Defense and civil society organizations. The training curriculum will be informed by a rapid assessment of gender integration in Indonesia's defense sector, focusing on women's leadership, participation, and the gender dimensions of disaster response. The consultant will also lead a Training of Trainers (ToT) program and coordinate the delivery of the national-level WPS training, ensuring that the training is participatory and evidence-based, with a focus on institutional uptake of the training materials and methodologies.
Duties and Responsibilities:
The consultant will undertake several key tasks, including: 1) Inception: Reviewing existing materials and evidence, proposing a methodology and workplan, and developing an inception report with terms of reference for the co-creation workshop. 2) Design and Facilitation: Designing and facilitating a participatory co-creation workshop to develop the national WPS training curriculum and at least one scenario-based learning exercise. 3) Finalization of Training Materials: Reviewing the final Rapid Assessment Report and revising the training materials accordingly. 4) Training of Trainers: Designing and leading a ToT for resource persons, focusing on curriculum content and facilitation skills. 5) Coordination of National-Level Training: Coordinating logistics and co-facilitating the national-level WPS training, ensuring effective delivery and participant engagement. 6) Documentation and Reporting: Analyzing post-training evaluations, summarizing key points, and preparing a final consultancy report that includes recommendations for institutional uptake and annexes of all training materials.
Required Qualifications:
Candidates must possess a Master's degree in social sciences, development studies, gender studies, security studies, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. The consultant should have at least 5 years of relevant professional experience for those with a Master's degree, or 7 years for those with a Bachelor's degree, specifically in gender equality, WPS, and training design or facilitation. Experience in participatory training methodologies and scenario-based learning is essential, along with proven experience in Women, Peace and Security programming and gender-responsive institutional reform. Familiarity with Indonesia's National Action Plan on WPS and relevant Ministry of Defense frameworks is an asset.
Educational Background:
A Master's degree in social sciences, development studies, gender studies, security studies, or a similar discipline is required for this position. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying experience to be considered equivalent to the advanced degree. This educational background is crucial for understanding the complexities of gender issues and the WPS agenda.
Experience:
The position requires a minimum of 5 years of relevant professional experience for candidates with a Master's degree, or 7 years for those with a Bachelor's degree. This experience should be in areas related to gender equality, Women, Peace and Security, and training design or facilitation. Candidates must demonstrate a strong background in designing and facilitating participatory training methodologies, particularly those that utilize scenario-based learning techniques such as simulations, interactive games, and role-plays. Proven experience in engaging with defense, security, or military institutions is highly desirable, as is familiarity with Indonesia's National Action Plan on WPS.
Languages:
Fluency in both English and Bahasa Indonesia is mandatory for this position. The consultant must be able to produce well-written training materials and reports in both languages, ensuring that the training content is accessible to all participants involved in the training sessions.
Additional Notes:
This consultancy is home-based, with the possibility of travel as assigned by the hiring unit. The expected deliverables include a finalized WPS training curriculum, a report on the co-creation workshop and training sessions, and a final consultancy report summarizing all tasks and recommendations. The consultant will be expected to adhere to UN Women's policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
