Job Overview:
The Assistant Field Officer position is crucial for the effective implementation of UNHCR's protection and assistance programs in the field. The incumbent will work under the supervision of the Senior Field Coordinator or Field Officer and will be responsible for assessing the needs of persons of concern, formulating project submissions, and promoting the implementation of assistance projects. This role requires regular reporting on new arrivals and expected influxes, as well as coordination with local authorities and implementing partners to ensure the effective reception and registration of persons of concern. The Assistant Field Officer will also be involved in preparing monthly sectoral reports and making recommendations for protection interventions. The position demands a proactive approach to identifying and managing risks while seizing opportunities to enhance the objectives of the operation. The Assistant Field Officer will frequently visit refugee camps and engage with various stakeholders to facilitate project implementation and ensure the delivery of protection and assistance to affected populations.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Field Officer include: assessing the needs of persons of concern in the Area of Responsibility (AoR), formulating project submissions in collaboration with district authorities and implementing partners, promoting and monitoring the implementation of assistance projects, reporting on the rate of flow of new arrivals, assisting with the reception and registration of persons of concern, keeping track of cases of detention, registering applicants for voluntary repatriation and family reunion, preparing monthly sectoral reports, submitting recommendations for protection interventions, negotiating with local authority counterparts and partners, supporting risk management, and performing other related duties as required. The role requires a strong commitment to accountability and adherence to UNHCR's core values of professionalism, integrity, and respect for diversity.

Required Qualifications:
The required qualifications for the Assistant Field Officer position include a minimum of one year of relevant experience with an undergraduate degree, or no experience with a graduate degree or doctorate. The candidate should have a background in fields such as Law or Political Science. Essential skills include stakeholder management, resource planning, computer literacy, and knowledge of UNHCR's programs. The candidate should also possess functional skills in program management, results-based management, and financial management. A deep understanding of refugee law and UNHCR's programs is desirable, along with field experience in humanitarian operations.

Educational Background:
Candidates must have an educational background that includes at least an undergraduate degree in Law, Political Science, or a related field. Advanced degrees such as a graduate degree or doctorate are preferred but not mandatory. Relevant certifications, such as the UNHCR Operations Management Learning Programme, are also beneficial for this position.

Experience:
The position requires at least one year of relevant experience for candidates with an undergraduate degree. For those with a graduate degree or doctorate, no prior experience is necessary. However, candidates with field experience in refugee or IDP protection, humanitarian affairs, or related fields will be preferred. The ideal candidate should have a proven track record of managing complex humanitarian operations, preferably within the UN system, and should demonstrate operational management experience, including monitoring and evaluating implementing partners.

Languages:
For this position, knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. Candidates with proficiency in additional languages will have an advantage, particularly if they can demonstrate a B2 level or higher in their overall language ability.
