Job Overview:
The Programme Policy Officer - Partnership position is crucial for supporting policy and program activities that effectively meet the needs of Cooperating Partner Management. The role is based in Kosti, Sudan, and reports to the Head of Programme. The officer will be responsible for providing technical and operational support on the implementation of WFP’s Corporate NGO Guidance, which encompasses various processes such as Call for Proposals, partner induction, and performance monitoring. This position requires a proactive approach to managing Field Level Agreements (FLAs), ensuring they are prepared correctly and in line with standard operating procedures (SOPs). The officer will also track the progress of FLAs, coordinate information and reports on partnerships, and provide training and knowledge management opportunities for staff involved in partnership management. The role demands a strong ability to synthesize best practices and lessons learned to enhance effective partner management and risk mitigation across the region.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer - Partnership include:

• Providing technical and operational support to Area Offices (AOs) on the implementation of WFP’s Corporate NGO Guidance, including managing the Call for Proposals and partner selection processes.
• Leading the management of Field Level Agreements (FLAs), ensuring timely creation in WINGS, and overseeing the quality of distribution reports and invoices for reconciliation against deliveries and payments.
• Tracking FLA progress in terms of consumption and alerting technical units for necessary amendments.
• Coordinating information and reports on partnerships for program and management briefings, including taking points reports and Annual Country Reports (ACR).
• Offering guidance on FLA management, including budget negotiations and data entry, and providing training sessions for AO staff involved in partnership management.
• Identifying and synthesizing best practices and lessons learned to promote knowledge sharing on effective partner management and risk mitigation.
• Ensuring standardization of templates, formats, reporting structures, and cost allocations across the organization.

Required Qualifications:
The required qualifications for the Programme Policy Officer - Partnership position include:

• Advanced University Degree in Social Sciences, Development Studies, International Affairs, Auditing, Finance, Law, or a First University Degree with additional years of related work experience and/or training.
• Strong organizational skills with the ability to work independently and as part of a diverse team.
• Proven ability to communicate complex matters effectively both orally and in writing.
• Experience in utilizing computers and standard WFP software packages, including word processing and project management tools.
• A professional demeanor toward internal and external partners and stakeholders, with the ability to develop and maintain relationships.

Educational Background:
Candidates must possess an Advanced University Degree in relevant fields such as Social Sciences, Development Studies, International Affairs, Auditing, Finance, or Law. Alternatively, a First University Degree with additional years of related work experience and/or training may be acceptable. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
Candidates should have at least 3 years of professional experience working across diverse program areas, including planning and implementation. Experience in leading teams and engaging in program activities at all levels, from grassroots to management, is essential. The ability to develop and maintain relationships with various stakeholders is crucial, as is a willingness to explore and experiment with new ideas and approaches.

Languages:
Fluency in English and Arabic is mandatory, with both written and oral communication skills at a high level (level C). Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse partners and stakeholders.
